HomeMy WebLinkAboutPark Board Minutes 12.03.2015 City of Laurel Park Board minutes Thursday, December 3, 2015 In attendance were Bruce McGee, Iry Wilke, LuAnne Engh,Amy Pollock,and Gretchen Paulson. Absent was Scot Stokes,Chuck Dickerson. Called to order at 5:30 pm. Others in attendance: Kurt Markegard with City Public Works. Additional items for Tuesday City Council workshop from the Park Board: • None. 1. Public comment None. 2. Report—Pool Committee Kurt brought information on solar heating the water that would flow into the pool. See attachments. Two options are black piping that would go on the roof or fence to have water flow through and warm from the sun before depositing into the pool. 3. Lease negotiation update—October 13 city council minutes were read: Chamber building lease paper have been drawn up by the city attorney. Chamber is in discussion with city employees. Gretchen will follow up with Cindy as to the status of the leases. 4. Reports from Public Works Director: • Riverside permitting—This area would require a Flood Plain permit. Monica Plecker to review plans as the Flood Plain Administrator. Heidi Jensen,CAO,would need a scope of the project to get the permitting process started. This is detailed below. • Vault toilet design—The vault toilet itself will cost approx. $10,000. Additional costs for the ADA compliance ramp,flow through material and affect to base flood elevation issue may cost up to $20,000. On the plus side,the removal of the shower could offset the ADA compliance ramping. Kurt to have Great West Engineering contact come to January meeting to discuss further. • Additional signage at Riverside park. A sign concept design was sent to Stan at the Montana Department of Transportation for review. Since it is a park sign on a Montana Highway,the Highway commission needs to approve any changes to roadway signage. The Highway commission meets quarterly. Kurt's contact,Stan,will check on cost or possible funding for change to signage. Kurt sent in a computer generated design (see attached). The main changed Kurt noted that would be required would be that the background and lettering color. 5. Riverside Park Plan—Review the Park Master Plan list Priority list of improvements requested for permitting: 1. Install vault toilets&ADA ramping 2. Open campground—(Jaycees to manage)Add bbq pits, upgrade tables,add fire pits and shelter(similar to Thomson park shelter). 3. Add playground equipment—flow through materials,tables and/or benches 4. American Legion building improvements—septic tank and drain field work and fix bathrooms. 6. Other items • None. January 7 at 5:30pm Agenda items: • ADA ramping for vault toilets—Kurt Markegard and Great West Engineering • Report- Pool Committee; ideas to heat the pool and budget funding to support it? • Lease negotiation update:Chamber building and Jaycees at Riverside Park • Riverside Park MasterPlan • Questions for permitting process: o Do costs of items being built need to be in the permitting process? o Do we need to complete all items listed in the permit? o Do we need permitting to remove steel from Riverside park? o Do we need permitting for removing the Caretaker house? o If not all items are completed in the permit,can they be added to a future permit? • Amy—Is there still a need for an Eagle Scout project?
