Dear Mayor Olson and Council Members:
Three bids were receivedand opened en l%bruary 9, 2006 for ~he:City of Laurel 2006
Wastewater Improvements Project. A copy 0fthe bid iabulation :i§ eficlosed.
The low bid of $1,260,165 received by Western Municipal exceeds the construction estimate of
$853,600 by $406,565. Being that adequate funds are not available, Momson-Maierle; Inc.
recommends that all bids be rejected and that the project be rcLbid in the summer. This project
:Was bid with construction scheduled to commence in the fall of 2006 after irrigation ditches had
been turned off. The higher bids may be partially attributed to uncertainties regarding fuel and
material prices. By summer, these prices may have leveled offsuffieiently ~0 possibly provide
lower bids.
