The minutes of the December 1, 2005 meeting were approved as written.
Public ltearinl~ - Preliminarv Maior Plat - Monterra Subdivision (Count~)
Proponents:
leffHeidner, from Engineering Inc., spoke regarding the proposal. He is representing
owners Jim and Patty Robertus.
This proposed subdivision is located south of Highway 10, northeast of Park City in
Yellowstone County.
The gross area of the subdivision is 56.15 acres and consists of 30 lots ranging from 1.01
acres in size to 4.81 acres. The lots will be served by well and septic tanks.
The subdivision will be built in three phases.
Two 15,000 gallon water storage tanks for fire suppression will be installed, one tank
prior to Phase I improvemems at the imersection of Highway 10 and Snowline Vista and
one will be installed under Phase II improvements at the intersection of Highway 10 and
Open Sky Bend.
There will be 2 accesses into the subdivision off of Highway 10. Streets are proposed
paved with 24 foot wide gravel shoulders.
Phase 1 street improvements will consist of the improvements to Snowline Vista from
Highway 10 southeast to the southeast property line of Lot 5, Block 1 (to include the
temporary gravel turnaround at the southeast end of the road).
Phase II street improvements of the subdivision shall consist of the improvements to
Open Sky Bend from Highway 10 south to the west property line of Lot 11, Block 1
(including a temporary gravel turnaround at the south end of the road).
Phase III street improvements of the subdivision shall include the construction of the
remaining Snowline Vista and Open Sky Bend in their entirety. Rimstone Ridge shall be
constructed in its entirety.
Maintenance of the streets shall be the responsibility of the Rural Special Improvements
District (RSID).
All stormwater facilities located within or adjacent to the subdivision are an integral part
of the street drainage system and shall remain so until such a time as a storm drain trunk
system becomes available and is utilized by the subdivision. Maintenance of the
stormwater facilities shall be the responsibility of the rural special improvements.
Park dedication will be cash-in-leau of land.

Board discussion:
It was noted on SIA page 6, B. first paragraph should be "Lots 11 through 14" not "Lots
11 and 14".
Discussion on the irrigation and ditch rights; fire protection; and school district
boundaries.
Cai recommended approval subject to 14 conditions and the correction of SIA-page 6,
Paragraph B "Lots 11 through 14" being made in the SIA. He read each condition into
the record. (see attached)
Motion by Rick Flanagan, second by Todd Linder, to recommend approval of the
preliminary major plat for Monterra Subdivision, subject to the 15 conditions (attached).
Motion carded 8-1 with Ed Thurner voting "Nay".
Westchester Subdivision Preliminary Minor Plat (County)
Pat Davies from Engineering, Inc. spoke representing the owners Scott & Lori Chester.
The plat consists of 3 lots with a minimum of 1.2 acre and maximum of 1.6 acres.

This is located directly west of Northhill Estates, 3ra Filing. Off-site street improvements
include establishing the intersection of Aider Avenue and Longview Road to a tee
intersection.
Improvements will include streets with drainage ditches, culverts for streets and
driveways, survey monuments, and street signs. The improvements will be installed as
approved by the Yellowstone County Public Works in accordance with the current
standards at the time of construction.
Access to the subdivision will be provided by Longview Road.
Fire protection will be by the Laurel Volunteer Fire Department.
Individual wells as well as septic systems will serve the lots.
There is no park requirement.
Easements for the affected irrigation ditches have been provided as shown on the plat.
Discussion by the board included questions on roads being public or private; maintenance
of the roads; homeowners association; fire suppression tank; wastewater going to other
existing lots; culverts; Heritage Trail implications; and, the effect on existing
homeowners water wells.
Cai recommends approval of this minor preliminary plat subject to 20 conditions (see
attached).
Motion by Ed Thumer, second by Dan Ruff, to have the subdivider make the
corrections to the plat, as requested, and come back to the February 2, 2006 meeting.
Motion failed by a 3-6 vote.
Motion by Greg Johnson, second by Todd Liner to recommend approval of
Westchester subdivision preliminary plat, subject to Cal's recommendations. Motion
carded 5-4.
Crai~ Canfield - Airport Expansion Presentation
Craig Canfield gave a 30-minute overview of the Airport Expansion Plan with a Power
Point presentation.
The meeting was adjourned at 8:35 pm.

WESTCHESTER SUBDIVISION PRELIMINARY PLAT COMMENTS

Conditions that need to be considered for recommending approval on this plat:
1. Subdivision Improvements Agreement (SIA), page 1, first "Whereas" delete "the Laurel and" in
second line.
2. SIA page 2 para B.A. Provide source for this information.
3. SIA page 2 para II.B. List specific subsoil conditions that could cause problems; same with page
7 para IX.
4. SIA page 2 para II.C (and para III,E; 4th para ofV.). A more specific description is needed for the
provider of maintenance.
5. SiA page 3 para H.E. Show on plat which culverts or drainages are not to be filled in?
6. SlA--generally: Replace references to "approved by County Public Works" to "in accordance
with current standards."
7. SIA page 4 para IU.D. Explain more fully location of Heritage Trail and its implications to this
subdivision.
8. SIA page 5 para V. Change wording from "approved by County Public Works" to "review by--."
9. SIA page 6 para C: Change wording from "approval by County Public Works" to "review by--."
10. SIA page 7, para V]II. Easements need to be shown on the preliminary plat.
11. SIA page 7, para VIII. Why is this being provided and how will it be enforced?
