1. Public Input: No public in attendance
2. River Weir: The weir is in the river. Handouts were distributed showing schematics
of the build. There was general discussion regarding the 2003 loan which is
expected to be paid off soon. Public Works Director Markegard stated that he is
confident the 2017 legislature will support funding for the state's match for this
project.
3. Sewer Plant Maintenance - digester and lift pump screws. An aerial photo was
distributed showing the digester and lift pump. It was stated that a huge chuck of
concrete fell on the lift pump screw. It will take $200,000 to fix the screw. It will
also take $200,000 to fix the digester. That money was in the budget, but the
project did not get started in the appropriate fiscal year so the money will be carried
over into the new fiscal year. Both projects cannot be done at the same time but
both projects can be completed in the same fiscal year.
4. Other: Septic Sewer receiving tank income was reported to be roughly $1,200 for
the end of October and beginning of November. Since that time an additional $800
has been collected. At present only two businesses are using the tank - Cotter's
and Frank's. Initially the city wanted the business to be open only Monday through
Friday but agreed to accommodate the needs of these businesses and open for
receiving if the business calls ahead. Water Stand Pipe - this project would cost
approximately $500,000 and there is no funding available at this time. Presently
behind the city shop is the anticipated location. Additional problems such as paving
the road to the location and putting in drainage have also been identified as limiting
advancement on this project. Repairs along First Avenue by High School - this
project is on hold until spring. Washington Avenue infrastructure - it was explained
that there was a limited amount of drainage under Washington Avenue just off East
Railroad Street that drained into the system along Bernhardt Road. The new
drainage that was put in goes along a different route. This is why no new drainage
was put in at the north end of Washington Avenue. Pennsylvania Avenue tie in - this
area of new construction rides very rough and several complaints have been
received by the city in regard to it. Kurt explained that the area will be milled out in
the spring and the item is on the contractor's punch list. Changing meeting time -
K. Dan Koch asked whether this committee would like to change to a morning
meeting time. A quick survey showed fully half the committee members would not
be able to attend a morning meeting because they work.
The next meeting is scheduled forJanuary 11, 2016 at 5:30 p.m. in council chambers.
At that time Public Works Director Markegard stated there would be budget information
the committee could review.
