First Street PO Box 10 Laurel, MT 59044 Dear Ken Olson: Williston Basin Interstate Pipeline Company (WBI) is sending you this letter and information because you have been identified as one of the following; 1) A Business or facility owner/manager operating near our pipeline (s) 2) A Local Public Official in a county where we have pipelines affecting High Consequence Areas 3) An Emergency Responder in a county where we have pipelines affecting High Consequence Areas WBI wants to inform you about pipeline safety and what we are calling a "High Consequence Area" (HCA). High Consequence Areas are locations near our pipeline which include the following: 1. A small, well-defined outside area that is occupied by twenty (20) or more persons on at least 50 days in any twelve (12) month period (examples include playgrounds, parks, swimming pools, sports fields etc.); or 2. A facility that is occupied by persons who are confined, are of impaired mobility, or would be difficult to evacuate (examples include schools, elder care, assisted living, hospitals, prisons etc.); or A building that is occupied by twenty or more persons on at least five days a week or ten weeks in any twelve month period. (Examples include religious facilities, office buildings, community centers, apartment buildings, etc. High Consequence Areas are considered to have the potential of endangering large numbers of people should a pipeline failure occur. Williston Basin Pipeline is monitoring these areas and performing additional assessments. In 2005 we have performed depth surveys and assured that our pipelines are clearly marked in these areas. We have also patrolled, leak surveyed, and checked to assure we have good corrosion prevention. The enclosed information explains the benefits and risks of pipelines and what to do if you smell gas or a p~peline emergency should arise along with maps showing any HCA's in your area. The likelihood of a pipeline failure is very rare but it is possible. WBI patrols, surveys and monitors all of its pipelines to assure we are operating a safe system. We want you to become familiar with our pipeline and its location.
