For hearty tw~Years now~ rePresentatives of Bozeman, Butte, Great FaLLs, HeLena and
Missou[a have been working to acquire the utility assets of NorthWestern EnerBY in Montana.
On June 30~h, MPPI made a formal offer of 532.50 per share for the outstanding[ stock of NW.
The company's board of directors has rejected this offer, but the Largest shareholders,
representing a majority of the equity in the business, support the MPPI offer.
RecentLy NW has been making a tot'of noise about the MPPI offer. It is runnin§ a tow Level
pubUc relations campaign against the MPPI plan, caLLing it an experiment and question!nB the
abiUty of cities to operate a utility. The facts tell a different story. NearLy 100 mi[Uon people
across ~the country receive reLiabLe service at generaLLy Lower rates from public power
aBendes. These utilities are owned by customers, operated bY professionaLs and focused on
reLiabLe service and affordable rates. MPPI wants to brinB the benefits of pubUc power to
Montana, bUt we need= your help.
I am asking the Mayors of the other Cities in the Nw service territory to write Letters
indicating their support for the acquisition plan.

Dear Mayor Kadas:
I have been following the efforts of Montana Public Power Incorporated to acquire the
NorthWestern utility system in Montana with great interest. The five member cities of
MPPI have taken on a difficult challenge, and I appreciate the work that you and the
other members of the board have done to push your proposal to the point where it has a
legitimate chance of success.
News accounts of your discussions with the large shareholders of NW are encouraging,
and I wish you continued success in the work to secure the benefits of public power for
the customers and employees of the utility and the cities and towns where they live and
work.
