COUNCIL CHAMBERS PRESENT: Larry McCann Peggy Arnold Rick Musson Jan Faught Mary Embleton Joel Barnhart Steve Klotz (8:50 a~m) Council Agenda - December 6th * Discussion regarding department head attendance at council meetings o Department heads were previously told to attend only if invited. o Department heads attend council workshops when necessary. o Planning Board is represented at almost every meeting. o With the various projects and the growth within the city, department heads might need to attend meetings to answer questions. o If the mayor cannot answer a question asked at a council meeting, the issue is rescheduled until the answer is available fi'om the respective department head. o Department heads agreed that Perry needs to decide about the attendance issue. · Discussion regarding non-union pay increases o Peg stated that the council cannot tell the Library Board how to spend the money in its budget. · The increase for the library employees should have been received right after July 1~. o Copies of the non-union pay increase spreadsheet need to be distributed to the department heads. o Comp time payont will be distributed this week. o After discussion and agreement by the department heads, thc non-union pay increases will be distributed next week. · Discussion regarding the Purchase and Procurement Policy o State law now allows performance contracts such as with the new meter reading system. o City is saving dollars by getting mere accurate meter readings. o An amendment might be needed regarding performance based ideas. · Discussion regarding change to Personnel Policy Manual c~ In the union contract, birthdays were changed to a second personal day. o That change will be reflected in the Personnel Policy Manual. Announcements: · Discussion regarding changing the time and day for department head meetings o Monday is not a good day for Peg and Rick. o Department heads agreed that Tuesday at 9:00 mm. would work. · Discussion regarding Labor Management Cooperation Committee o Rick questioned whether or not the committee would start meeting again. o Safety issues will need to go to the LMCC. D~partme~t Head Meeting Minutes of De~mb~ 5, 2005 o Agreement regarding issues discussed at LMCC need to be written and document agreed upon by both the union and the city council. · Issue of day worker vs. shift worker at WWTP o Need to coordinate a meeting with Vicky Knudsen Hiring process for police department o Out of 25 applications received, three applicants passed the written and physical sections of the testing for the police officer position. · The B-Pad testing will be done soon. o The relief communications officer position is open internally until 5:00 p.m. on Tuesday. The Section 125 signup is scheduled for Monday through Wednesday. The audit went well last week, and the city received its shortest list for suggested corrections. Discussion regarding changes to the mom next to the council chambers that is used by the ambulance department. o Jan would like to tear up the carpet and hang things on the walls. o Discussion regarding allowing attendants to use the back door to enter the mom and use it as a lounge when they are on call. · Gary had previously told Jan that the door should not be used. o Steve stated that Gary should review the codes and submit a written response to the request.
