On November 14, 2005, CHS Inc. (CHS) apphed to the Montana Department of Environmental
Quahty (MDEQ) for a modification of its Resource Conservation and Recovery Act (RCRA)
Hazardous Waste Permit No. MTHWP-02-02 for its petroleum refinery located in Laurel, Montana.
As specified in 40 Code of Federal Regulations (CFR) 270.42(b) CHS posts this notice of permit
modification request.

The application is to request changes in the closure plan for the regulated uint known as the New
Landfatm (NLF) in support of refinery construction activities and other various changes to the permit
text. Per 40 CFR 270.42 Appendix (D)(1)(e) and 40 CFR 270.42(d), these are Class 2 modifications.
In accordance with 40 CFR 270.42(b)(3), interested citizens are invited to review copies of the revised
portions of the facility RCRA permit applications and the modification requests at the following

In accordance with 40 CFR 270.42(b)(4), a public meeting to answer questions about the application
has been scheduled for December 7, 2005 at 6:00 p.m. in the CHS Main Auditorium (inside the main
office building), 803 Highway 212 South, Laurel, Montana.
In accordance with 40 CFR 270.42(b)(5), written comments will be accepted from the public for 60
days from the publication of this notice and must be received by January 13, 2006. Comments should
