HomeMy WebLinkAboutCity Council Minutes 12.01.2015 MINUTES OF THE CITY COUNCIL OF LAUREL December 1, 2015 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Mark Mace at 6:30 p.m. on December 1, 2015. COUNCIL MEMBERS PRESENT: Emelie Eaton Doug Poehls Bruce McGee Richard Herr Chuck Dickerson Scot Stokes Tom Nelson Bill Mountsier COUNCIL MEMBERS ABSENT: None OTHER STAFF PRESENT: None Mayor Mace led the Pledge of Allegiance to the American flag. Mayor Mace asked the council to observe a moment of silence. MINUTES: • Council Minutes of November 17,2015 • Special Council Minutes of November 24, 2015 Motion by Council Member Poehls to approve the minutes of the regular meeting of November 17, 2015 and the special council meeting of November 24, 2015, as presented, seconded by Council Member Nelson. There was no public comment or council discussion. A vote was taken on the motion. All eight council members present voted aye. Motion carried 8-0. CORRESPONDENCE. COUNCIL DISCLOSURE OF EX PARTE COMMUNICATIONS. PUBLIC HEARING. CONSENT ITEMS: • Claims for the month of November 2015 in the amount of$227,054.96. A complete listing of the claims and their amounts is on file in the Clerk-Treasurer's Office. • Approval of Payroll Register for PPE 11/22/2015 totaling$182,806.84. • Receiving the Committee/Board/Commission Reports into the Record. --Budget/Finance Committee minutes of November 17, 2015 were presented. --Public Works Committee minutes of November 9, 2015 were presented. --Cemetery Commission minutes of November 10, 2015 were presented. --Tree Board minutes of November 19, 2015 were presented. --Council Workshop minutes of November 24, 2015 were presented. The mayor asked if there was any separation of consent items. There was none. Motion by Council Member Eaton to approve the consent items as presented, seconded by Council Member Nelson. There was no public comment or council discussion. A vote was taken on the motion. All eight council members present voted aye. Motion carried 8-0. Council Minutes of December 1,2015 CEREMONIAL CALENDAR: None. REPORTS OF BOARDS AND COMMISSIONS: None. AUDIENCE PARTICIPATION (THREE-MINUTE LIMIT): None. SCHEDULED MATTERS: • Confirmation of Appointments. • Rod and Gun Club's request to hold turkey shoot events on December 13, 2015, January 10, 2016, February 7, 2015, March 6, 2016 and the membership party on May 21,2016. Motion by Council Member McGee to approve the Laurel Rod and Gun Club's request to hold turkey shoot events on December 13, 2015, January 10, 2016, February 7, 2016, March 6, 2016 and the membership party on May 21, 2016, according to their lease agreement, seconded by Council Member Mountsier. There was no public comment or council discussion. A vote was taken on the motion. All eight council members present voted aye. Motion carried 8-0. • Resolution No. R15-112: A resolution of the City Council to authorize the Mayor to sign a Renewable Resource Grant Agreement with the Montana Department of Natural Resources ("DNRC") for Phases 3A and 3B of the Water Systems Improvement Project. Motion by Council Member Mountsier to approve Resolution No. R15-112, seconded by -- Council Member Eaton. There was no public comment or council discussion. A vote was taken on the motion. All eight council members present voted aye. Motion carried 8-0. ITEMS REMOVED FROM THE CONSENT AGENDA: None. COMMUNITY ANNOUNCEMENTS (ONE-MINUTE LIMIT): Iry Wilke, 1017 7th Avenue, invited the mayor and council to attend the Laurel Rod and Gun Club's turkey shoot on December 13th, as they have 50 turkeys to give away. COUNCIL DISCUSSION: Council Member Nelson stated that the Cemetery Commission recently approved a motion to make changes to the Cemetery's Procedure Manual. The recommendation has been forwarded to the Mayor and CAO for review. The Cemetery Commission will meet again on January 12th Council Member Dickerson stated that, at the November 17th council meeting, he requested an item for the November 24th workshop agenda regarding articles in the Outlook and asked that the CAO or Mayor respond. On November 17th, he stated that he would not be at the council workshop, but requested to go forward and he would read the results in the minutes. However, according to the November 24th workshop minutes, the agenda item was not discussed because he was not in attendance. Council Member Dickerson stated that this has happened before when other council members requested an agenda item, they were unable to attend the meeting, and there was no discussion on the item. He questioned why that takes place when the previous minutes stated more or less why the item is being put on the workshop agenda for discussion. If a person cannot attend a meeting, he asked if an item just goes away unless someone else brings it up again. It seems to him that it is important to bring an item forward for the next workshop agenda instead of waiting three weeks for the following agenda. Council Member Dickerson asked for discussion at the next council workshop. Mayor Mace could not answer the question. The workshop agenda items are listed with the name of the council member requesting the item. He was not certain if they are left out because they are not there. He will check and let Council Member Dickerson know by the next workshop. Council Member Dickerson asked for discussion as to why the situation is handled that way. Council Member McGee stated that the Park Board will meet on Thursday, December 3'd, at 5:30 p.m. in the council chambers. 2 Council Minutes of December 1,2015 Council Member Eaton stated that the Public Works Committee will meet on Monday, December --- 7th, at 5:30 p.m. in the council chambers. UNSCHEDULED MATTERS: None. ADJOURNMENT: Motion by Council Member Herr to adjourn the council meeting, seconded by Council Member Mountsier. There was no public comment or council discussion. A vote was taken on the motion. All eight council members present voted aye. Motion carried 8-0.
