AMENDING SECTION 2.48.020 OF THE LAUREL MUNICIPAL CODE,
lOB DESCRIPTION FOR THE DIRECTOR OF PUBLIC WORKS
IT IS HEREBY ORDAINED by the City Council of the City of Laurel, Montana,
that Section 2.48.020 of the Laurel Municipal Code is hereby amended to read as follows:
Section 2.48.020. Job Descriotion.
The Director of Public Works shall:
A. ACCOUNTABILITY: Be accountable to the Mayor;
PRIMARY OBJECTIVE OF POSITION: Plan, implement and direct a comprehensive
program of public works that will insure sound development, maintenance and
service to the public consistent with City Council policy and with Federal and State
regulations; direct streets, solid waste collection and disposal, water and sewer
distribution, water and wastewater treatment plants, building inspections, parks,
cemetery and related functions.

MAJOR AREAS OF ACCOUNTABILITY AND PERFORMANCE: Following direction
from the Mayor, plan, direct and coordinate a comprehensive program designed to
assure services are being provided at the highest quality level; recommend overall
goals for the operations; administer and supervise operations of water and
wastewater treatment facilities, water and sanitary sewer distribution, solid waste
collection and disposal, streets, parks, building inspections and cemetery.
Provide advice and counsel to the MaYor and City Council in relation to projects
and developments; direct the public utilities plant, maintenance operations and
building inspections to assure effective use of all personnel, equipment and
facilities; recommend priorities for short and long range projects and coordinate
implementation as required; develop, prepare and recommend a comprehensive
budget program with supporting data for the maintenance operation activities; serve
as the liaison and advisor for the city with consulting engineers, government
agencies, developers and others; recommend purchases of new and replacement
equipment; assist in applying for and administer grants received for public utility
and other city projects; conduct special studies as required; receive and answer
citizens complaints and inquiries; perform personnel functions that may include
screening for appointment, discipline, evaluation of performance and related
matters; perform related duties as required.
Initiate, plan, develop and implement records and reports; be responsible for
facilities and equipment of considerable value requiting care; be responsible to
monitor department budget and may prepare bids for projects, facilities and
equipment.
SUPERVISION - RESPONSIBILITY FOR WORK OF OTHERS: Be responsible for
overall supervision and direction of employees of street, solid waste, parks, water
and wastewater treatment plants, water and sewer distribution, building inspection,
cemetery and related units.
EDUCATION, TRAINING AND EXPERIENCE REQUIREMEI~'S: Graduation from high
school or its equivalent, supplemented by courses of study in the areas of
engineering, construction and maintenance, management or similar fields. Five
years of progressively responsible public works experience, including three years in
a supervisory or administrative capacity, involving the management of materials,
personnel, budgets and purchasing. Public utility, buildings inspection, survey
and/or engineering experience desirable. Must possess appropriate operator's

This ordinance shall become effective thirty (30) days after final passage by the
City Council and approval by the Mayor.
