Council Workshop Agenda - October 25th
· Johnson Controls will give a presentation on the automated meter reading system.
o Information was distributed to the council last week.
· Quarterly Report
o Mary will present the report for the first quarter of the 2005-2006 fiscal year.
Attorney's items
Resolution - 2005-2007 Union Contract
· A letter of approval of the addendum has been received from the union.
Purchasing Policy
· Discussion regarding the sample contract in the Purchasing Policy
· Larry and Perry will contact Sam regarding this.
· Discussion regarding how the Purchasing Policy would affect the FEMA
grants for fire department
· The money is already allocated as Scott contacted companies to get
the bids.
· The bid process still needs to be followed for the equipment for the
fire department over $50,000.
· Discussion regarding the automated meter reading system
· Council will be presented a Memorandum of Understanding to allow
Johnson Commls to analyze the city for an automated meter reading
system.
· City would have to go out for bids for the actual system.
Emergency ordinance
· Emergency ordinance adopting the 2003 editions of the codes will be on the
council workshop agenda.
Executive Review
o Policy change for change orders
o Police Commission appointment
Announcements
· Mary received notification last week that the city's taxable value decreased by over $14,000
and the mill value decreased by $15 per mill.
o This is poor timing, since the county treasurer's office is ready to mail out the tax
bills.

o Norm Klein recommended that the city request recortification in order to protect
city's revenue base.
o This is a statewide phenomenon, as only six taxing jurisdictions within Yellowstone
County did not experience a tax decrease.
o Perry stated that Mayor Olson will send a letter to the governor regarding this
situation.
