PUBLIC WORKS COMMITTEE
NOVEMBER 9, 2015 5:30 P.M.

Water Tank:
Kurt stated that this is a proposed project that is in the works and will not begin for at least 5 years. He
explained that the City will have to find a location and get funding before the project can begin. Kurt said
that the preferred but not exact location would be north of the City. The City would have to expand the
boundaries, because the City does not have water rights North of town. A map of the preferred location is
attached.
Public Works Department plans for 2015-2016:
Kurt supplied the committee with a handout on projects for the year 2015-2016. There was little
discussion. Handout is attached.
Update of Pennsylvania Ave:
Kurt stated that this project is about closed out. They did find a soft spot in front of the high school. The
contractor is responsible for fixing this because it was not done right to begin with. Kurt said they will
crack seal in the next week or so to take care of the problem for now. Contractor will come back in the
spring to fill cracks in curb and gutter that made the soft spot.
First Ave Waterline Project:
Kurt stated that there have been four waterline breaks in this area. This is the main waterline going to the
reservoir. This is a 10" waterline and should be replaced. The cost of replacing and putting in a new line
would cost about$160,000. Handout is attached.
Chuck Dickerson made a motion to replace existing valve box to get us through the winter and then fix
waterline in the spring. Richard Herr seconded the motion. Motion carried 6-0.
Other:
Kurt is having back surgery on 11-12-15.
The meeting was adjourned at 6:30 p.m.

Public Works Committee Meeting
Projects for the Years 2015-2016
Water
1. New Intake going to bid and starting construction.
2. Design and bidding for New Sedimentation Basins at the Water Treatment Plant.
3. 1'Avenue water main replacement from Mountain View north 300' (4 water beaks since 2008).
4. Elena booster statin relocation.
5. Locus Avenue water main replacement.
Sewer
1. Take down one Digester in the spring and sandblast and paint the interior.
2. Possibly repair sewer lift screws.
3. Elm lift station bypass. New Pumps may have solved odor issues.
4. Identify storm water infiltration in sanitary sewers.
5. Make plans to replace problem sewer mains.
Storm water
1. South Washington Storm Drain.
2. Clean storm ditches for Village Subdivision.
3. Clean Storm Ditch on East 7th Right of Way.
Streets
1. East 8th and also Pennsylvania Avencmpled- ork on soft spot in front of High School.

3. West Railroad nomination for rebuilthe street from 1St Avenue b South 8th Street. MDOT 1
4. A new dump truck with a plow and sanding unit will be delivered sometime this winter/spring.
5. S.E.4th Street ADA street Crossings and pavement painting.
6. South Washington pavement overlaying SID planning.
Parks
1. Install security cameras at Kids Kingdom.
2. Install trees in Elena Subdivision parks.
3. Replace dead trees in other parks.
4. Look into some ways to heat the swimming pool.
5. Riverside Park Options-flood plain permits.
Cemetery
1. Expand the Catholic Section and start moving North with some road improvements so more lots
can be sold.
Shop
1. Install an internet connection in order to provide safety meetings with webinars from LTAP
(Local Assistance Training Program). This is an MSU program that holds monthly webinars from
7:30a.m.-8a.m.
2. Tear down old garage that was used for water supplies.
3. Prepare to dispose of concrete and asphalt piles. Get quotes on crushing and reusing material
for street projects.
Solid Waste
1. Expand container loading facilities.
2. Haul burn pile ash to Billings Landfill.
3. New Roll-off truck will be delivered in the spring.
Not all of these projects will be completed this financial year and available funding will always
be a consideration.

The Blue line is where I am proposing to relocate the water main that is currently under the sidewalk,curb and gutter.
The Blue Arrow is a leaking valve that we cannot get it to stop leaking.
The Red Arrows are where the water line has ruptured in the past.
The Yellow Arrow is where the water line ruptured on October 31St.
