Park Board minutes
Thursday, November 5, 2015
In attendance were Chuck Dickerson, Iry Wilke, LuAnne Engh,Amy Pollock,and Gretchen Paulson.
Absent was Scot Stokes, Bruce McGee. Called to order at 5:30 pm.
Others in attendance: Kurt Markegard with City Public Works,Colette Decker with LARC,and Boy Scout
Troop 400:Jackson Martin, Randon Pollock, Easton Kyhl,Garrett Martin, Kodel McNiven,Garion Rickard.
Additional items for Tuesday City Council workshop from the Park Board:
• Chuck recommends to City Council that a small business proposal be drawn up by Public
Works director to be presented to the Budget Finance committee from Big Sky Steel for demo
&cleanup at Riverside Park in the amount of$5,300.00. The Public Works director should
check to see what permits are required for the work to be completed. Amy seconded motion,
all in favor.

Side note:Troop 400 is here to see how a city/community meeting is held to earn the "Citizenship in the
community" badge.
2. Report—Pool Committee
Colette updated us on the progress of LARC(Laurel Aquatics and Recreation Complex). They did
a survey of the Laurel area and found the city is short on gym space and a community room. She
brought a draft of the proposed building to show what has been created as the long term plan. The
total space will take approximately 6 acres,which includes parking. They are looking into land and
location options.
The Lisa Fox concert raised approximated$5,000. The next fundraiser will be another concert
hopefully over Valentine's Day weekend with Ringling 5 as the headliner.
The LARC meetings consistently have 8-12 in attendance,they want to do a study specific to
pool ideas and what is wanted in our community. Their members have researched other Montana
communities and how they started and raised funds for community pools:Whitefish, MT, had a building
donated to the city; Polson, MT, has a park district;and.Cody,WY.
Heating pool water issue: Kurt will look into costs for solar coil heating of the pool water on the
building roof. Budget funding is questionable.
3. Lease negotiation update—October 13 city council minutes were read:
"Heidi received an email from the Chamber today about their lease agreement. Heidi and the city
attorney will respond to the questions and hopefully move forward soon. Bruce stated his desire to set
a date to finalize the leases, ..." Bruce and Chuck are pushing the city employees to finish the leases the
park board has sent to them earlier this year to complete.
4. Riverside Park Plan—Review the Park Master Plan list
Kurt shared a quote from Big Sky Steel&Salvage for demo&cleanup proposed costs for removing metal
from Riverside Park. The machine time and labor would cost more than the recycled scrap metal would
bring in,at a total estimate of$5,300. Much discussion was had over how it would happen,should we
move forward, how would it be paid for,etc.
Chuck recommends to City Council that a small business proposal be drawn up by Public Works
director to be presented to the Budget Finance committee from Big Sky Steel for demo&cleanup at
Riverside Park in the amount of$5,300.00. The Public Works director should check to see what
permits are required for the work to be completed. Amy seconded motion,all in favor.
Gretchen will contact Shirley Ewan and request an item be added to the Budget& Finance committee
November 17 meeting. We are requesting funding for removing scrap metal in Riverside Park be made
available from the Capital Projects funds of$250,922.04,page 184 of budget. It was our understanding
these funds are to be used specifically in Riverside Park.
Kurt to call Great West Engineerings ADA coordinator to see what needs to be done to get ramping for
the vault toilets we are looking at adding to Riverside Park. The ramping would need to be a permeable
material so water could flow through it,but sturdy enough for wheel chair accessibility.
5. Other items
• Additional signage at Riverside Park needed,not yet completed. Kurt will order and install the
signs discussed: "City Park—No Camping Allowed","Bathrooms Closed"or"No Services" signs.
One to be at the road/park entrance and another on the bathroom building.
• Amy knows an Eagle Scout looking for a project:Chuck suggested painting the 310 fire hydrants
in the city or painting curbs. The city has the paint already for the curb paining project, not
enough man power. The city would need to purchase the hydrant paint. At$50/gal (each gal to
cover 5 hydrants)x 62= $3,100.
December 3 at 5:30pm Agenda items:

• Kurt to report back on:
• Riverside permitting
• Vault toilet design-Great West Engineering on ADA ramping

• Please review attached plan list—prioritize top 3&we will compile an organized listing
• discuss budget amendment for cost to install vault toilets
• Should council proceed to get appropriate permits to install vault toilets?

List of overall improvements,to be completed as funding is available in any order.
Improve Old American Legion building:(Monica to look into
• Replace the boys and girls bathrooms,damage due to roof leak.
• Add gutters, possibly replace windows.
• Add portable sump pump at city premises in the event additional flooding did occur, it would be
available to remove the water.
Jaycees building: Review need for improved insulation and add gutters.
Monica Plecker confirmed the below items could be improved and approved through proper permitting:
• Vault toilets to be installed west of the Jaycee's building.
• Riverwalk trail around perimeter of park property:ground leveling,weed mat, road mix
• Dog Park in old shooting range grounds: install fencing,gates, "Clean up after your Pooch" signs,and
garbage cans.
• Playground equipment for day users and camp ground users.
• Picnic Shelter for outdoor gatherings(similar to Thomson Park shelter).
Park upkeep: mowing,weed trimming,trash collecting on a regular schedule.
Signage with historical information on Yellowstone River and the importance of Riverside Park history.
Parking,designated for day use of the trail and other amenities.
Designated camping for first come,first served with no services. (This should be managed by the
Jaycees with terms to be set with the City for yearly management). No tents.
Old Caretaker building:remove it and any unsafe cottonwood trees surrounding it. (Could the picnic
shelter be placed here and use the foundation slab? It is elevated and would be safe from a future
flood.)
Rod&Gun Club building:TBD based on building ownership transfer.
Rifle Club Shooting facility:To get it to habitable condition it needs new bathrooms, rafters, roof,
gutters,mold mitigation,flood prevention. To build a structure of this size to indoor shooting range
standards, it may cost in excess of a million dollars.
