Monday October 26,2015
1:30 P.M.@ City Hall
Members Present: Heidi Jensen Jason Shovar
Shirley Ewan Cathy Gabrian
Jason Wells Tom Nelson
Others Present: None
The meeting was called to order by Heidi at 1:45 p.m.
Public Comment:
There was no public comment.
Wellness Committee:
At the last meeting,Monica volunteered to be on the Wellness Committee and Jason included Cathy, later
finding out Cathy will be retiring soon so Heidi indicated she would like to have Cheryll on the
committee and she can be the contact.
Jason spoke about how he would like to see wellness incorporated into the workplace. Ideas that were
discussed are as follows.
• Sending information in the paychecks
• Making counseling available for those who suffer from depression, alcohol abuse, etc,
• Stress tests
• See if BCBS has the resources to give presentations regarding wellness topics
• Employees mentoring other employees
The flu shot clinic was a success again this year. It was stated an employee had trouble get reimbursed
for two children and did not feel it was worth the hassle. Heidi said they should have come to her or
Dave Allen to get it resolved.
Resolution Committee:
The Resolution Committee has not met to go through the old resolution and make updates. Heidi said the
council may be consolidating some of the committees within the city and she recommends waiting to see
what they do before proceeding.
Jason Shovar said we need to look at the 72 hour notice that is required. He would also like to see the
minutes distributed in a timely manner.
There was some confusion and it was clarified that Dave Allen is our agent and Cathy is the benefits
coordinator.
Proposal for 2016 Insurance:
It was stated that if we are going to look at other insurance, we would need to make that motion now as
the next meeting would be too late to start the process. Jason Wells said the group he represents comes to
him about the cost of insurance. Even though the city contributes a substantial sum on a family plan, he
is still paying a very large amount out of his check for the remaining premium. He is wondering if the
city is eligible to be put in a different pool that could possibly give us a break in premium.
There was discussion about the pros and cons of going with another plan and the fact that when we went
out for bid last year, there was nothing better than what we currently have. Heidi and Cathy did not want

to go out for bid. Jason only wants to see if we could be put in a different pool and if not, agrees that
there is no point in going out for bid.
The committee would like Dave Allen to attend a meeting to answer our questions and give us any
additional information. Heidi will try to set up a meeting in November or December, based on Dave's
schedule.
Jason Shovar said the employees are happy with the flex money. He asked about the school's insurance,
where they have their own clinic in the administration building for minor things and wondered if it is
something we could consider. The school has a much larger employee base to support a stand-alone
clinic and was felt we do not have the numbers for it.
The next meeting was set for Monday,January 11, 2015 at 1:30 p.m.
The meeting adjourned at 2:30 p.m.
Respectfully Submitted,
Cathy Gab ian
