HomeMy WebLinkAboutSpecial City Council Minutes 07.12.2005MINUTES OF THE CITY COUNCIL OF LAUREL July 12, 2005 A special meeting of the City coUncil of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Ken Olson at 6:30 p.m. on July 12, 2005. COUNCIL MEMBERS PRESENT: Dick Fritzler Kate Stevenson Gay Easton Jennifer Johnson Doug Poehls Mark Mace Daniel Dart Norm Stamper COUNCIL MEMBERS ABSENT: None II RESOLUTION NO. R05-67: A RESOLUTION AUTHORIZING THE MAYOR TO SIGN A CONTRACT WITH JTL GROUP, INC. OF BILLINGS TO PERFORM SEAL AND COVER WORK WITHIN THE CITY LIMITS OF LAUREL. Public Works Director Steve Klotz explained that JTL is scheduled to complete the seal and cover of the pavement preservation project on First Avenue on Monday, July 11th. This resolution authorizes the Mayor to sign an agreement with JTL to do some seal and cover work for the city on the following streets: the 200 block of Second Street West; 5th Avenue from Main Street to West Railroad Street; Hazel Avenue from Main Street to East 6t~ Street; Alder Avenue from Main Street to East 7th Street; West 6th Street from 1st Avenue to 2na Avenue; South 8th Avenue from West Railroad to South 6th Street; and the city parking lot on the east side of 1st Avenue between 7th and 8th Streets. The 200 block of Second Street West is the street right behind the FAP building. On 5th Avenue from Main Street to West Railroad, we need to stay about 25 feet from either side of the railroad tracks or it would be necessary to buy railroad insurance. That portion of the road will cost about $3,000 of the total work. The insurance to go closer than 25 feet would be about $2,000, so the seal and cover will stop about 25 feet back from the track. On Hazel Avenue, the city put in an experiment with our millings about three years ago. It has held up pretty: well, so a seal and cover will be done on that one block. East Sixth Street is the post office project which was completed last fall. The Alder Avenue project was completed and repaved last fall and needs to be sealed. It is a spill out design so it gets quite a bit of water on it, which adds to the reasons to get that street sealed and covered. South Eighth Street, from Railroad Street to the city limits next to the pond, was recently paved with a coUnty job. The millings from the First Avenue project were used to fill the parking lot next to the pool. The parking lot was rolled and now needs a seal and cover on it. The public works department wants to do that and see what kind ora product it provides for future use of millings. Steve gave an explanation of the total cost of the project. The work will be performed at $1.00 per square yard with a mobilization cost of $1,500 and traffic control of $1,000. The planned area for the seal and cover is 18,808 square yards. The city would pay JTL $18,808 plus the $2,500 for mobilization and traffic control; which is $21,308. The resolution authorizes work up to $23,189 with a 10 percent overrun on the square yards in case there are changes. The city will sweep it with our sweeper on Monday while JTL does the seal and cover on First Avenue, and then the city will pick the sweepings up in a week or so with our equipment following the project. Motion by Alderman Poehls to approve Resolution No. R05-67, seconded by Alderman Dart. A roll call vote was taken on the motion. All eight aldermen/women present voted aye. Motion carried 8-0.
