R The Laurel Chamber of Commerce Board of Directors met on Thursday,May 26,2006 at the a C} Locomotive Depot Restaurant from 12:00 to 1:00 p.m. Those in attendance were: President Donna 1t Podolak, Secretary Kim Wombolt,Directors: Glenda Seabrook,Jerry Bauck,Tracy DuFresne,and f) ' Stephanie Potter,Wes Burley, Steve O'Neil,and Guest Speaker John Holst from BFI(Chamber member A I) business). 1. Donna called the meeting to order and asked if all present had a chance to read the minutes from the May S R 12a meeting. Jerry made a motion to approve the minutes as read,seconded by Glenda, and all present voted in favor of the motion. Bills presented for payment were: Hams Agency—business insurance- I' 1 $850.00,Reporter Office Products—supplies-$24.50,Montana Dakota Utilities—utilities-$67.41,and F Yellowstone County Treasurer—license for portable stage trailer-$5.00. Steve made a motion to approve I payment of these bills, seconded by Wes,and all present voted in favor of the motion. ti Donna introduced John Hoist from B.F.I.as this meeting's speaker. A copy of the letter sent to the 1^' 1` Chamber office from BFI was banded out to all present. John thanked the Chamber for allowing him to R come to this meeting to speak. He stated that the City of Laurel plans to increase the prices of garbage V pickup in the business district of Laurel. His business is allowed to haul trash in Laurel and the ) surrounding towns but they cannot do this within the city limits of both Laurel and Billings. There is an h' ordinance that does not allow for trash hauling inside the city to be done by a private organization. He further stated that the City is getting ready to vote on imposing a rate increase on garbage removal. He IS C attended the City Council meeting to discuss this and found that this meeting was not well attended. BFI I' 11 would like to raise the awareness and inform people that they can get this ordinance overturned in order to f) allow bids to be taken on garbage removal. The residents would have to tell the City that they would like 1 to have other options when it comes to garbage removal. The City of Billings also has an ordinance like N I; Laurel's. John stated that BFI is interested mainly in commercial at this time. Later,they would explore E, F the possibilities of garbage removal in the residential district of Laurel. It was stated that people would need to contact their Alderman and talk to them about competitive options. Donna invited John to stay for I' 1 the rest of the meeting and thanked him for the information that he brought to the meeting. A 0 tt New Business: S K E A schedule for the circus clown was handed out to all present. Kim stated that the clown would be in P Laurel on Wednesday,June 86'in order to do a 20-minute presentation to promote the circus. Since school I, will be out for the summer by that date,Kim was able to get some other spots to set this up at. The clown I-I will do a presentation at 8:30 am. at the Laurel Middle School Gym for the YMCA Summer Fun Club;at l' 9:30 the clown will go to Sunshine Academy Daycare at 1837 North Ramshom Drive; at 10:30 a.m. the W P clown will appear at the Laurel Public Library for their story time presentation;and at 11:15 a.m.,the I clown will do the last performance at the Evergreen Health Nursing Home. Kim will go with the clown for S (J each of these performances. This clown does a program,which includes skits,fun,and information about W the history of the circus and what life on the road is like. Kim stated that she has put the clown schedules up around town and has asked the Laurel Outlook to post this schedule in a press release. Kim reported C C that the tickets for the school children have been given to the students at this time. She was very pleased to L A report that all Laurel students,including the students from the Yellowstone Christian School,kindergarten A M through 5's grade were given a free ticket to the circus. This has never happened before. In the past,there R P E • VISITOR INFORMATION INTERPRETIVE DISPLAYS were only enough tickets to give out through second grade, or fast grade,but never all of the way through the 5u'grade. Kim reported that there were two sponsors this year,Yellowstone Bank and CHS, Inc. (Cenex Refinery),and with the$500.00 fee,tickets were purchased. The rest of the tickets were purchased through donations received from the different businesses and organizations. The Chamber was able to purchase 770 tickets for the kids by purchasing the ticket books. Kim explained that while the advance children tickets sell for$6.00 per ticket,there is a savings of$2.00 per ticket if coupon books of 10 tickets for$40.00 are purchased. Because of this, 77 coupon books of ten tickets were purchased. The Chamber gets a cut of%z for every coupon book sold. The Chamber gets a smaller percentage of money for advance tickets sold,so it is very worthwhile to sell the coupon books as much as possible. Kim also reported that all of the posters have been put up around town and in some surrounding town locations. A portable toilet has been ordered,a business license for the circus has been purchased,and advertising and other requirements have been met. Kim stated that the Chamber has to do all of these things as ordered by the contract that was signed with the circus last year. The Laurel Outlook and the Laurel Chamber office are the ticket outlets. Kim stated that the Chamber may have to get a gift certificate for Susan at the Outlook for helping with selling the tickets since she does not have to do this and this was her choice to do besides all of the other work she does at the Outlook. Everything is ready to go until the day of the circus. Kim will need to meet with the circus at 10 a.m.on that Sunday to settle with the money. The Chamber will need to pay the circus their percentages ofadvance ticket sales in cash on that day. The circus will pay the Chamber for the costs of the printing and inserts put in the Laurel Outlook. In addition,the circus will settle with the Chamber on the tickets sold during the intermission of the second show on the day of the circus. Phyllis Bromgard will help Kim take tickets on the day of the circus. (Another requirement of the circus per the contract.) Kim said that it is safe to estimate that the Chamber will receive a net profit of over$1,000.00 for this event. Donna stated that she was not able to attend the e of July Meeting at the City last Thursday and asked Kim to report on this. Kim stated that Glenda attended this meeting. Kim stated that the meeting was mostly about the Jaycees and getting their plans finalized. Due to the rain,a few blocks of the parade route may have to be diverted. Kim said that there is another meeting scheduled for Monday,June 27"at 7 p.m. at the City Council Chambers. The final plans for all of the 41°of July events will be discussed at that time. Kim reported on the progress of the Chamber's 4's of July events. The committee met last week. She stated that the posters for the run have been ordered and should be ready at anytime. She will get these out and posted as soon as they are ready. She stated that Phyllis was a great help in getting most of the sponsors needed for the run. To date,there are eight entries registered for the parade. She said that a new way of getting the parade set up is being tried this year. She explained that a map of the lineup area was made. A master copy of where all are being sent for lineup will be kept at the registration table in order to help people looking for their float. When someone signs up to be in the parade,they are given a number and an area on the map to line up. This should alleviate the bottleneck of the registration table,as has been the situation in the past. This will also help for the judges. If the judges know where most everyone is located,they will be sure to not miss an entry. The last-minute sign ups will not be on the map,though. Kim said that if enough volunteers show up,there could be one or two judges for each category in the parade. She stated that the awards could be given out to the winners as they get on the road to begin the parade. This should help alleviate problems with the awards and judging as has been in the past. The run is coming along. Last year,there were 198 runners, so it is safe to assume that there will be 250 runners this year,especially since the 2-mile run was added. The awards have been ordered and everything is ready to go. It was discussed that changes need to be made for the water stations. It was stated that there needs to be a water station at the foot of the hill rather than at the top of the hill,besides the other two stations. It was also stated that the little water jugs do not have pumps,so the larger water bottles have to be used. Kim stated that she will talk to Phyllis about all of this and will order the water bottles from Water Specialties. Wes reported on the Annual Membership Committee meeting recently held. He stated that things are coming together. The concern that the committee has had is whether people will show up. hi order to know this,tables are being sold rather than tickets at the door. This will give the committee a good idea in advance if there will be any interest in the meeting. The food is lined up with the only thing left to figure out is where to purchase the steaks for the dinner. The menu will consist of steak,salad,corn on the cob, and baked potato. The entertainment is the biggest issue facing the committee at this time. The committee is looking into having Venture Theater at this time,but it costs around$250.00 for this and it might be better to stay with the Bluegrass band and the Barbershop Quartet for entertainment since they are free. This would allow the steak dinners to be at a less expensive cost and might attract more people to the event. Wes further stated that everything needs to be completed soon in order to get all of the flyers and posters out to let people know about the event. The committee will meet again on Thursday,June 2""at noon at Pizza Hut. All should attend since the entire Board of Directors is on this committee. Glenda reported on the Lewis and Clark Bicentennial Committee meeting held on Tuesday. She gave everyone present an outline of the events set up for Friday,July 22 u and Saturday,July 23 s. She stated that it was decided to hold the event for two days. Kim stated that it was originally going to be a one-day event and stated that she would not be there to help on Saturday. Glenda said that Kim should be there to help. Kim explained that she works on Sundays for the circus,putting up and taking down of the Christmas decorations,repair of the decorations;she also works every Wednesday evening after hours until dark in the summer at the Farmers markets;works every 0 of July;and works every Martin Luther King holiday for the DSA Banquet;takes calls all days and evenings at her home for the Chamber;and works every Christmas to Remember Celebration held on Sundays. She is not going to start working on Saturdays as well since her husband has Fridays and Saturdays off from his job. Glenda stated that there was a question brought before the committee as to whettiei or not to charge for booth space at the event. Kim said that she has been advertising the event and taking registrations for this and has not charged for the booth space. She explained that the whole idea behind having this event was to bring people downtown and not for the Chamber to make money off the event. Glenda explained that there are expenses to be paid. Kim stated that every event in which there are expenses to be paid,sponsors are used. Kim further asked what kind of expenses are to be paid. Glenda stated that the Chamber should rent some portable toilets for the event. Kim said that these are not needed if the event is held on Friday in Firemen's Park since the Chamber will be open and the restrooms can be used. Glenda said that they are planning for the event for two days and are planning to have vendors at the Town Square Park as well. Kim stated that someone should contact the LRL since they are not going to let the Chamber use the park without paying a fee for it. She also stated that she asked the City of Laurel for permission to use the Firemen's Park for one day only—Friday. Donna stated that she has done booths and she really does not think anyone would have a problem paying a fee of$20 for the booth. Jerry stated that a minimum should be charged for the booth space. Kim asked Glenda who was going to collect this fee and who would police the area in order to make sure that everyone paid his or her fee. Glenda stated that she thought Kim would do this. Kim said that she was under the impression that she would be needed at the office in order to have the office open for those needing electricity and the restrooms. She said that when she does the farmers markets,she stays in the area the entire time. Kim further stated that she could not be away from the office for the entire day for this event. Jerry said that a flyer should be made up and given to every business in Laurel explaining what is expected of them for the event. He further stated that Kim should go around to every business owner in Laurel and tell them to keep their doors open later during the event and to also put their wares out on the streets to encourage people downtown. He said that this is the way things are done in Red Lodge. Kim asked Jerry if the Red Lodge Chamber has more than one person on staff. Jerry stated yes. Donna stated that it would not hurt for.Kim to go out and do this. Kim explained that the newsletter serves as a way of explaining each program and event to the business owners. She also stated that the website is another way of getting the word out. By being in the office,she can field calls from those wanting more information. She stated that she knows that it is very frustrating to get retailers to all come together for these events especially since some are so burned out on trying new ways to attract customers. Kim asked Jerry why anyone would expect her to spend so much time going around and talking to the business owners when she is expected to be at the office,especially at this time of the year with the parade and run so close. Jerry stated that Kim's job is to promote his business and the other businesses first and foremost. Kim stated that there are many things that are her job and promoting the businesses is just one part of it. Glenda made a motion to go forward with charging a fee for the booth space at both parks for both days of the event. Jerry seconded this motion,and all present voted in favor of the motion. Donna stated that she forgot to have all observe a moment of silence in prayer at the beginning of this meeting. She asked all to bow their heads and do this now. Open Forum: Kim stated that she would like to receive the o.k.from the Board to turn in people parking in the Chamber's parking lot if they are parked there for more than two hours at a time. She explained that the parking lot was put in the park a few years ago to offer parking for the Chamber staff and visitors. People who work across the street and the people who rent the upstairs apartments across the street use the parking in front of the Chamber for parking so they can offer parking in front of their businesses for their customers. Lately all of these parking spots as well as the area of the Chamber parking lot has been taken. She talked to Steve Klotz about this problem and he told her that the parking lot is reserved for her and for Chamber visitors. He said that the City would impose a 2-hour limit on the visitor parking area in order to make sure that people from across the street cannot use this for their own personal parking. Signs were made and put up in the lot. Kim stated that some of the business owners are Chamber members and asked the Board if it would be wrong to turn these people in to the City. All present agreed that it would be alright to turn them in if they are in violation of the rules. Jerry stated that Blessed Beginnings would be moving out of their location and into a newly renovated area in Main Street Thrift. The new owner of the old Sassy 2nds Mall is planning to divide the building into office spaces and rent it out to several businesses. The meeting was adjourned.
