There was not a quorum present at the meeting. Doug Poehls said he had an item he
wanted the members that were present to discuss. He asked if there was any public input.
There was none.
FAP - Space Issue
Doug stated there was discussion at a council meeting with the space issue at the FAP. It
was recommended to form a task force to look at this issue. It is a matter where all three
departments, fire, ambulance and police, are growing and there is a concern. A task
force would look at possibilities such as rearranging, adding on to the existing building, a
satellite, or a new building.
Jan said two years ago Scott Atwood did a complete study and looked at possibilities of
pushing the bay area out towards the street on the north side, building upstairs above the
fire department's meeting room, or moving the jail. These options were not effective, not
feasible, or too costly. At that time the only thing to do was to add to the east side of the
building. This area to the east of the FAP was then dedicated as a park and the northeast
side of the FAP is the testing area for the fire department.
It was suggested to form a task force. The suggested members are Kate Stevenson, Dick
Fritzler, Mark Mace, and the three department heads, Rick Musson, Terry Ruff, and Jan
Faught. They would look at the space issue and make recommendations for the future,
considering the city's growth. As there is more annexation to the city, there would be a
need for a larger police department, partial paid fire department, and the ambulance
possibly going to ALS.
Discussion continued and it was noted that the fire marshal did some checking. If an
addition was put on the existing FAP, it is possible that everything would have to be
brought up to handicap code. A satellite station would help but would not solve the
problem unless they could house haifthe fire tracks there. Long term, looking into the
future would be to build a new FAP. It is noticed that the towns nearby have built steel
structures. The existing FAP building is newer than the current city hall, and some
departments could move to the old FAP building. It was mentioned there would be two
goals for the task force to look into to settle the space issue. The short-term goal is to do
something at the present time to give the ambulance department more room, and then a
long-term goal is to meet the needs of all departments in the FAP.
There was a mutual agreement that a task force should be considered.
