Park Board minutes
Thursday, October 1, 2015
In attendance were Chuck Dickerson, Iry Wilke, LuAnne Engh,Amy Pollock,and Gretchen Paulson.
Absent was Scot Stokes, Bruce McGee. Called to order at 5:30 pm.
Others in attendance: Kurt Markegard with City Public Works,Steven and Kelly Pottenger of Billings,and
Howard Rickard,of Jaycees, Laurel.
Additional items for Tuesday City Council workshop from the Park Board:
• Amy recommends to City Council the horseshoe pitching modification go forward as detailed
in Nick Kisch's email (attached). It will be of no expense to the city,installed all by donations
of material&labor,will be maintained by the Laurel Horseshoe club,and was verbally
approved by Monica Plecker on October 1. Chuck seconded motion,all in favor.
1. Public comment
None.
2. Riverside Park Plan update from Monica
Monica Plecker could not attend, but did give us a quick update. She found out with the detailed
mapping of the flood plain,there is no need of the CLOMAR process as previously explained. We can
make improvements to Riverside park,but everything would need to be permitted prior to work
commencing. We can move forward to install vault toilets,playground equipment,etc. Kurt mentioned
that spending the special Riverside Park funds would have to wait for a budget amendment by Council
since there are no"purchases from donations"in the original budget. The positive of this is that
improvements can be made to Riverside Park.
3. Horseshoe pitching lane modification—update from Monica
Nick Kisch was not in attendance,but it was discussed with item#2 above that improvements can be
made to Riverside Park. Since the Horseshoe club improvement would be of no additional cost to the
city,Amy recommends to City Council the horseshoe pitching modification go forward as detailed in
Nick Kisch's email(attached). It will be of no expense to the city,installed all by donations of material
&labor,will be maintained by the Laurel Horseshoe club,and was verbally approved by Monica
Plecker on October 1. Chuck seconded motion,all in favor.
4. Report—Pool Committee
We would like to see minutes of the LARC meetings since both the Park Board and LARC want to move
toward a common goal of getting a new pool for Laurel. LuAnne will talk with them to see if we can
work together to be up to date on what they are doing.
Mark Dean,YMCA pool director in Laurel,says there would be no Y to manage the pool unless the city
has a plan to warm the pool water. The Y may not come back in 2016 unless we have something in
progress.
5. Lease negotiation update—No update at this time from Chuck.
6. Steve Pottenger and his cable weight park at South Pond proposal.
Steve and Kelly Pottenger of Billings are looking at installing a cable weight park at South Pond. They
have approached us and the Lyon's group to discuss using South Pond and Lyons Park for the location of
their new business. The Lyon's group has approved. Their only concern was of possibly impeding the
people who are fishing on the pond. The Pottengers said they would cooperate with the Lyon's group to
share the pond. They are considering all the infrastructure that would need to be installed. They have
conversed with Kurt Markegard and will get the water quality checked with the EPA. They will have 3
buildings(portable)for their business that would be removed at the end of the summer season.
• Is there a cost to the city? No said Steve Pottenger. Any changes to the area would be incurred
by them to set up the business.
• No motion to move to City council at this time. We would need to hold a public notice and
hearing on using the park for the cable weight business prior to moving it forward. When the
Pottengers are ready,they will come back and public notices/hearings will be held then.
7. Additional signage at Riverside Park needed.
Kurt(in attendance)reviewed the current budget and verified he has some funds for signs. We asked
Kurt to order and install the signs discussed: "City Park—No Camping Allowed","Bathrooms Closed"or
"No Services"signs. One to be at the road/park entrance and another on the bathroom building.
8. Update on calling the Billings metal collection company
Kurt stated there is not enough metal for the company to come out and collect it. Plus,the old cars that
are there are sol old and rusted,they would turn to powder. It would cost the city for that company to
come out and collect it. They will send Kurt a quote.
9. Other items
• Amy knows an Eagle Scout looking for a project. Please notify her if there is a Park project to be
completed.

Dear City of Laurel and the Laurel Park Board,
With the National Horseshoe Pitching Association believing that we are losing more pitchers every year, they
have adopted a "30-foot" rule, along with the "40-foot" rule.
This will encourage youths and women to enjoy the game even more.The women can pitch 30 or 40 feet.The
men over 70 years of age can also pitch from 30 feet.
The Laurel Horseshoe Club of Riverside Park (Laurel, Montana)would like to put in eight(8) concrete lanes in
four (4) sets of our pits. This will make it easier to stand and play horseshoes for all of the competitors.
Each lane would connect the opposing horseshoe pits (2 lanes per pit)—each lane would be 18 inches wide and
3%2 inches deep and 35 feet long.
The addition of 8 concrete lanes will be at NO COST to the City of Laurel.
We have secured donations of materials, concrete and volunteers to help make this addition to the horseshoe
pits (only four sets).
With the addition of these lanes,we should see an increase in participation of all ages, genders and skills. We
would be responsible for upkeep and maintenance of the lanes, as we have been for all of the horseshoe pits for many
years. As a reminder,the outdoor pits at Riverside Park are open to the public at all times. We use our indoor pits for
days of inclement weather, especially during the winter.
