House Bill 6 was signed in the final days of the 59th legislative session and your project was awarded funding for a Renewable Resource Grant in the amount of $100,000. This year the Legislature added an extra $600,000 to the bill and as a result, we are able to fund 47 out of the 59 projects recommended for funding. Prior to beginning any work that would be reimbursed with grant funds, a grant agreement between you, the project sponsor and the department must be prepared and agreed upon by all parties. I have enclosed guidelines that will give you an idea of the information you will need to prepare the scope of work and budget for the grant agreement. There are a few things that you should know before you get started. Renewable Resource Program Grants'authorized by the legislature in House Bill 6 are not pass-thru awards. These awards are administered by DNRC and must comply with the contingencies adopted during legislative hearings and with the policies and procedures DNRC uses to administer grants and loans. More information will be provided when we execute your grant and/or loan agreement but we do want to alert you of some basic rules. Project Sponsors should know that: 1. Any project work initiated before an agreement is executed will not be eligible for reimbursement. Check with your DNRC project coordinator before incurring any project-related costs. 2. Matching costs pledged in the project application must be secured through written agreements with the other funding agencies before any DNRC grant funds can be expended. Expenditures of matching funds must be documented. 3. Tasks funded with matching funds are considered project tasks and should not begin until a grant agreement has been executed or another arrangement has been made with your DNRC project coordinator. 4. If a reduction in the project scope of work is proposed, the grant amount available under this program may be proportionately reduced. 5. Procurement of services must be conducted according to applicable local, state and federal procurement requirements. 6. Expect a 45 day contract preparation period for the typical project. Unusual coordination requirements may require more time. We try to respond to grantee needs but are simply limited in staff resources. 7. Do begin setting up grant/loan files. Keep copies of the project application, application correspondence, pre-award information, and executed grant/loan agreement. All expenditures must be documented. Keep copies of all invoices and payment requests once the project begins. DNRC will provide a list of suggested files. If you have questions call the Resource Development Bureau at 444-6668 for assistance.
