Dear Mayor Olsen:
We anticipate that House Bill 11, which provides the funding for the Treasure State
Endowment Program (TSEP) projects, should be passed by the Legislature next week.
Based on the bill as it has been amended, 40 projects would be funded. An official
announcement regarding which projects have been awarded funds will be sent once
Governor Schweitzer has signed the bill. However, in order to move these projects
along, the Montana Department of Commerce (MDOC) has scheduled two two-day
project administration workshops. At these workshops, the TSEP staff will provide
detailed information about the various requirements that you will be expected to comply
with in order to receive your TSEP funds. Attached is a tentative agenda for the
workshops showing the various topics that will be discussed.
It is important that the person(s) who will be administering your TSEP grant and
managing your project attends one of these two workshops~ Even if you will be
relying upon a consultant to administer your TSEP grant/manage your project, the local
government must also have a local official, or someone that works directly for the local
government, attend the workshop.
Two workshops have been scheduled to allow more scheduling flexibility for people
needing to attend. Both workshops will begin at 1:00 p.m. on the first day in order to
allow most participants to travel the same day, thereby reducing the stay to one night.
We have scheduled one workshop in Great Falls and the other in Billings. The number
of participants that can be seated is limited to approximately sixty people at each
workshop. Therefore, you need to reserve your seat in advance in order to guarantee
that there is space for everyone. As a result, if you can only attend on one of these
dates, we recommend that you RSVP quickly. Please contact me at 841-2785 to RSVP.
The first workshop is scheduled for Thursday and Friday, May 19 and 20, in Great Falls
at the Hampton Inn, located at 2301 14th Street S.W., which is the first exit off of 10th
Ave after leaving Interstate 15. A block of 40 rooms has been reserved for the
wOrkshop. In order to reserve your sleeping room at the state rate of $60 for individuals
with government identification, you must mention that you are with the Department of
Commerce - Room Block, no later than May 6. The reservation desk can be reached at
406-453-2675.
The second workshop is been scheduled for Tuesday and Wednesday, June 7 and 8, in
Billings at the Sheraton Hotel, which is located downtown at 27 N. 27"' Street. A block
of 30 rooms has been reserved for the workshop. In order to reserve your sleeping
room at the state rate of $60 for individuals with government identification, you must
mention that you are with the Department of Commerce - Treasure State Endowment
Program Room Block, no later than May 23. The reservation desk can be reached at 1-
800-588-7666 or 406-252-7400.
Your project has been assigned to a TSEP staff member. Attached is a list of the
projects that we are expecting to be authorized for funding and the program specialist
that is assigned to each project. The TSEP staff may be contacting you prior to the
workshop to gather information needed for writing a contract.
The passage of HB 11 does not, by itself, authorize you to begin incurring project costs.
Therefore, until you have attended the workshop, please do not take any further actions
on your project, such as hiring a project manager or consulting engineer, without
contacting the TSEP staff first. In addition, TSEP funds can only be used to reimburse
eligible expenditures that have been incurred after a contract has been executed.
Furthermore, TSEP funds cannot be released to you until all start-up conditions, as
specified in the contract, have been complied with and a letter of authorization called a
"Notice to Proceed" is issued by MDOC. These issues, in addition to numerous other
important issues that you need to be aware of, will be discussed in detail at these
workshops.
