COUNCIL CONFERENCE ROOM PRESENT: Gay Easton Larry McCann Steve Klotz Rick Musson Mary Embleton Peggy Arnold Keith Molyneaux Jan Faught Personnel Policy Manual · Department heads should submit proposed changes for the Personnel Policy Manual. o Birthday and personal day need to be removed from the holiday list. o A grievance procedure for non-union employees was not included in the manual. · MMIA has pointed out some issues that need to be reviewed. Personnel Implementation & Instruction Guide · The Personnel Implementation & Instruction Guide needs to be reviewed and updated to correspond with the Personnel Policy Manual. · Possibility that MMIA will prepare this manual Forms for franchise fees Sam and Mary will meet this week to review the framework for the application. Input regarding particulars for alleys and streets is needed from the Public Works Department. Report on the audit · Mary recently distributed the audit findings to all department heads. · Discussion regarding the audit findings · After the final audit is issued, the city has thirty days to submit a response to the State. · Discussion regarding overtime costs, the HIDTA Grant, reimbursement grants Purchasing Policy update · Purchasing Policy is on hold until the legislative session is over. · House Bill 636 was passed, to be effective October 1, 2005. Other items · Discussion regarding Big Sky 11 on May 9th -- 12th in Billings o Nine counties and two tribes will discuss the communications issue. o City of Laurel is considered as part of Yellowstone County. o Informational meeting is scheduled for April 25th. o Homeland Security funds are not received unless an entity is a member of the organization. o Needs should be for the community as opposed to for each separate department. o Discussion regarding LEPC · Annexation procedure Department Head Meeting Minutes of April 18, 2005 Discussion regarding whether a filed plat constitutes an annexation Explanation of the situation with the HOME Program and Solid Foundations Subdivision HOME Program monies can be used only for property that is within the City of Laurel Discussion regarding the possibility of postponing the closing date for the participants of the program The meeting adjourned at 4:55 p.m. Respectfully submitted, Cindy Allen Council Secretary 2
