COUNCIL CONFERENCE ROOM PRESENT: Mayor Ken Olson Larry McCann Steve Klotz Rick Musson Jan Fanght Mary Embleton Peggy Amold Keith Molyneaux Joel Bamhart Gay Easton Application for franchise fees · Discussion regarding Cable Montana's claims of exclusive rights to mn cable in the City of Laurel o Issue began in Iron Horse Subdivision o Mary will research the issue. · An application form is needed to go with the new franchise ordinance. Communitv room use rules and application · Peg distributed copies of thc roles and the application form for use of the Laurel Public Library Community Room. o A copy is attached to these minutes. Other items · Discussion regarding getting time tickets to Cheryll · Discussion regarding the circus event on Sunday, June 12th o Water supply is needed. o Need to inform the Chamber of possible street projects · Discussion regarding meeting for participants of the 4th of July festivities o Ad needs to be published on March 16th and 23rd. · Discussion regarding street projects o Should include information in the Voice · MMIA training o Scheduled for April 5th at the library Administrative Assistant position · Job description is being developed. · Full-time employee position with a contract · Legal counsel and Paul Hutter will review the contract. · Position is intended to work with department heads to achieve goals and is not intended to micro-manage. · Set up lines of communication with department heads, council, and mayor. · Office would be located in the GIS room. · Salary would come out of all funds · Current form of city government allows for the administrative assistant position. Department Head Meeting Minutes of March 14, 2005 · Person would be accountable to the mayor. · Mayor asked for input regarding the development of the position. o Needs to assist with grunt writing and finding money sources · Discussion regarding background und reference checks o Mary recently received information from MMIA regarding background checks. The meeting adjourned at 4:58 p.m. Respectfully submitted, Cindy Allen Council Secretary 2 RULES FOR USE OF THE LAUREL PUBLIC LIBRARY COMMUNITY ROOM GENERAL The Laurel Public Library community room is available for use by non-profit and non-commercial groups engaged in educational, cultural, or charitable activities as a public service. All activities in the community room must be open to the public without charging a fee to the public. City, County, State or Federal Government meetings may or may not be open to the public. Individuals may use the room to study or for taking tests on a case by case basis. The room is not available for purely social functions such as parties and celebrations such as birthdays, anniversaries, weddings, etc. No buying, selling, or trading of products or services will be allowed except solely in support of the Library and sponsored by the Library. Library programs take precedence over all other meeting room events and use by City of Laurel residents takes precedence over non residents. Use of the community room should not interfere with the proper functioning of the library. Staff should not be taken away from their regular duties to assist in the community room. Users are responsible for set up and clean up and are to follow the Library Use Rules. A cleaning fee in addition to a security deposit may be required for larger groups. Some craft demonstrations may be allowed with approval of the library staff. Activities should be contained in the community room only. Parents will be responsible for supervising their children and are required to keep children who need supervision in the community room with them. The community room is not intended for organizations to use on a regular weekly or monthly basis but for occasional use and special circumstances as approved by the library director so that a variety of groups have access to the community room. An application must be approved by the Library and fees must be paid before using the community room. PROHIBITED USES Eating, smoking, gambling, use or possession alcoholic beverages, and illegal drug use are all prohibited. EQUIPMENT No materials other than standard office equipment may be stored in the room during setup or during the use of the room. The Library will not be liable for any property stored in the community room. Library staff must move the TV and VCR if needed. AVAILABILITY OF THE COMMUNITY ROOM The community room is generally available during library hours and seats approximately 40 people. All activities in the community room must conclude in time for everyone to be out of the Library by closing time unless an application has been approved to use the room after hours. A security/cleaning deposit of $30 paid in advance may be required for use of the community room during library hours. The deposit will be returned if no damage or cleaning is required. The Library reserves the right to change or cancel meeting room reservations when necessary. BEFORE AND AFTER REGULAR LIBRARY HOURB USE The community room may be used after hours on evenings the library is open but must conclude so that no one is on library property after 9 p.m. Use of the library after hours depends on availability of staff to oversee and secure the library after the meeting, The community room may be used before the library is open on days the library is regularly open. The room must be left set up the way it was before it was used. A fee of $30 will be charged for before and after hours use in addition to a security/cleaning deposit of $30. All fees must be paid in advance. Fees may be waived when used by entities of the City of Laurel. PUBLICITY Any publicity prepared by an organization about its use of the library must carry the name of the organization and may not identify the Library as a sponsor and must state that the views of the organization are not necessarily those of the Library. The Library name and address as the meeting place may be used and must be given as "Laurel Public Library 720 W. 3rd St. Laurel, MT". The Library telephone number may not be used as a contact for the meeting. Library staff will not be responsible to handle registration or to answer questions concerning the organizations use of the Library community room. APPLICATION FOR USE OF THE LAUREL PUBLIC LIBRARY COMMUNITY ROOM An application for use of the community room must be submitted and then approved by the Library before using the room. Applications must be approved by the Library, the community room reserved, and required fees paid before using the room. Reservations may be made up to two months in advance of the event and no later than two weeks prior to the event. I have read the Library Use Rules and the Rules for Use of the Laurel Public Library Community Room and agree to abide by those rules and understand that I am responsible for any fees, loss of or damage to the facility and or equipment.
