CITY HALL MEMBERS PRESENT: CITY ADVISORS: Dick Fritzler, Chairman Lee Bamdt Jo Meccage Steve Klotz Chuck Rodgers Ken Olson Cathy Gabrian Kurt Markegard Minutes: Motion by Chuck Rodgers to approve the minutes of October 28, 2004, seconded by Lee Barndt. Motion carried. Engineering Presentation: Steve explained that the city put out a Request for Proposal (RFP) for a sprinkling system for the Laurel Cemetery. We received one proposal back from Carl Thuesen, ASLA and he is here to give an engineering presentation. Carl gave a presentation using power point. He explained that he has been in the business since 1973 and self employed since 1984. His areas of expertise are in golf course design, irrigation design, large turf irrigation, and landscape architecture. He has a very capable staff and introduced Nathan Steiner, who has worked for him for four years. If they are the successful bidder, Nathan would be in project supervisor and the one we deal with on a day to day basis. Carl showed pictures and gave information on several cemeteries they have worked on, most of them being located in Wyoming. They have won state and national awards for their irrigation system design for the Sheridan, Wyoming cemetery. In response to a question from Chuck regarding grants for this type of work, Carl said he is not aware of any but there are development grants for irrigation systems through DNRC. Discussion followed regarding the type of sprinklers used and specific problems associated with cemetery sprinkling such as where lines can run in relation to plots and coverage around monuments. Carl stated they have the advantage over going to a box store because they are completely familiar with all types and manufacmre's brands of sprinkler equipment. This knowledge will allow them to pick and choose materials best suited to perform specific functions within the irrigation system. Steve then explained the steps involved in the process. The Cemetery Board originally got council approval to go out for an RFP. Discussion followed regarding funding and perpetual care. It was stated that if we like their work, we may consider them for the master plan in the future and it would save us money since they are already familiar with our cemetery. Cathy spoke regarding the importance of a master plan. We are at a point, that if we want to eventually tie the old and new sections together, we need to have a plan. We may want to have an area for growing our own turf, but we need to pick the best overall spot now, because once we start burials, it can't be changed. Ken also spoke on the importance of having a master plan, not only for the cemetery but for all aspects of city planning. More discussion regarding irrigation problems, use of the Cove Ditch as a secondary user and the possibility that we can be cut offat any time and how an irrigation system would have to be designed for the possibility of eventually tying into a new reservoir. Motion by Chuck Rodgers to enter into a design agreement with Carl Thuesen, ASLA, seconded by Lee Bamdt. Motion carried. Motion by Jo Meccage to adjourn the meeting, seconded by Lee Barndt.
