SWIMMING POOL COMMITTEE
MINUTES OF FEBRUARY 10, 2005 MEETING
Present: Kate Stevenson, Marvin Carter, Jerry Ready, Cal Cumin, and Donna Hirt. Also
present: Brian Milne and Tom Erksine from Interstate Engineering and J.T. Smith from
Beartooth RC&D.
No public input.
Marvin moved and Jerry seconded that the minutes of the last meeting be approved as
distributed; motion carded.
Brian reviewed the layouts we had requested showing the placement of the pool complex in the
southwest comer of Thomson Park to include parking access. He also showed how they had
revised the spray play area for the very young that would not have any standing water at all.
This area would be separated fi'om the older play area by a fence. He recommends that the spray
area have a capacity of abont 35 kids and the shallow pool area about 75 kids; the plunge pools
are about 15 square feet each. Brian also sketched in 20 parking spaces just for the pool.
At the last meeting it was discussed about providing two more restrooms that could serve the
pool (which will have two accessed only from the pool area) and also serve the park generally.
The existing restrooms in the park are only open during games.
The Committee chose Option II as their preferred layout (see attached). A complete breakdown
of the costs by item was provided which will allow the City to cut some planned facility if the
budget dictates. For example, the inside/outside restrooms can be roughed in during initial
construction and easily finished at a later date.
The City's bond issue limit is $1.6M. JT is looking into other funds such as from Washington
Foundation, Civic Groups, YMCA, local unions, and USDA Rural Development Funds.
Brian noted that his finn has worked with the communities Sidney, Wibaux, Wolf Point, and
Kalispell pool projects and successful bond issues,
Kate will take this plan to the City Council Workshop then we will start public meetings to
review the project with the community. Brian will prepare a Power Point Presentation and
provide a large colored map.
At our next meeting the preliminary power point presentation will be viewed as will the large-
scale map. We need to get some high profile community leaders to endorse the project and
include such endorsements in the public presentations.
