COUNCIL CONFERENCE ROOM PRESENT: Mayor Ken Olson Larry McCann Steve Klotz Rick Musson Jan Faught Mary Emblet0n Sam Painter Jean Kerr Joel Barnhart Scott Wilm Recording system Mayor asked regarding status of researching recording systems. Mary received a quote of $700 for a digital recording system that would plug into the present sound system. o An additional transcription software package would need to be purchased. Star Office has not responded with a quote for a recording system. Mayor stated that a mobile recording system is needed for various uses. · Mary will research it further and report to the Budget/Finance Committee on Tuesday. Conflict Resolution Policy · The policy will be distributed after the mayor successfully contacts Paul Hutter and reviews the policy. cu, Mary will add the updated CIP requests to the spread sheets, in order to have it ready in the event that the General Fund needs could be funded. Discussion: o Since no money is available, it is not necessary to spend time ranking the requests. o When money is available, the ranking order would probably be different anyway. Mayor that he would ensure a better opportunity to advise him regarding the rankings the next time funding is available. Morrison-Maierle Systems Corp. - Web Services Firm · Mary distributed the information regarding the web services offered by this funn. · Discussion regarding the need to update the city's website. o Suggestion to use a web services firm · Discussion regarding Black Mountain Software. o Black Mountain only does software and is no longer involved with hardware and networking. o Black Mountain recommended this company because it would maintain their high standards. · Discussion regarding using the high school for website services. o Druann Kerns is the contact person at the high school. · Mayor asked Mary to present this at the Budget/Finance Committee meeting on Tuesday. Montana Public Vehicle Fueling Program · Discussion regarding the program · Following number of cards would be needed: o Ambulance- 4 o Fire department - 2 o Police department- 13 minimum o Public Works - 3 Depar~ent Head Meeting Minutes of February 14, 2005 o Public Utilities- 1 o WTP- 1 o WWTP - 1 · Sam has reviewed the contract. · Discussion regarding how it would affect service at Exxon o Dave Powers sold his business as of today. · Garbage trucks would continue to use the bulk fuel at the shop. · Rick will present the program at the council workshop on February 22nd. Status of court move · Discussion regarding status of remodel o ACE Electric will install the electric booster for the computers and one ceiling fan on Tuesday. o Two attorneys recently told Jean that the court room is too small for a jury trial. Parking concerns in the back since the court has moved · Discussion regarding parking next to the side entrance o City trucks are sometimes parked in the spot. o Jean stated that the parking is needed for the police to bring prisoners to the court and that there is a safety issue, as it is a public exit. · Mayor stated that there would be no parking in that spot. Purchasing Policy · Sam will review the comments received, and the Mayor and Sam will present the policy soon. · Discussion regarding: o Preferred contractor phrase o Inconsistencies with requiring proof of insurance for all contracted services o Contracts for small projects · Mary will contact Alec Hansen and Emelie Eaton regarding the city's request to increase the bid process from $25,000 to $50,000. Other "Other items" will be added to the department head agendas. · Discussion regarding the 4t~ of July Committee: o Need a central figure to coordinate o Place an ad for interested people to attend a meeting o Need to pick a date, place an ad, and compile a list of interested people o Present at February 28t~ department head meeting · EcoLab will check out the ambulance's washing system on Tuesday or Wednesday.
