MINUTES DEPARTMENT HEAD MEETING JANUARY 31, 2005 4:15 P.M. COUNCIL CONFERENCE ROOM PRESENT: Mayor Ken Olson Larry McCann Sam Painter Rick Musson Mary Embleton Peggy Arnold Jan Faught Gay Easton Department head agenda items · Mayor stated that department head agenda items need to be submitted to Cindy by 9:30 a.m. on Thursday. o Only items on the agenda will be discussed. o Department heads need to attend the meetings even if they have no agenda items. Department heads must contact the mayor if they are unable to attend a meeting. Conflict Resolution Policy · Conflict Resolution Policy will be on the February 14th department head agenda. Uniformed Services Employment and Reemployment Rights Act · Issue came up when a volunteer fireman/ambulance attendant was called to active duty. · Policy Manual does not give clear guidance. · Mary received information from John Cummings, MMIA, regarding how to deal with the issue when the individual returns from active duty. · Discussion: o Leave of absence does not fit this situation. o Cannot carry life insurance while he is gone; could reinstate policy upon return. o Mayor stated the need to document that the individual left in good standing. o For purposes of payroll authorization, treat as termination for benefits. o Need to attach a copy of the orders to the payroll authorization. Montana Public Vehicle Fueling Program · Rick recently contacted Tom Gustin, the Program Officer, regarding the program. · There are currently 330 accounts with 9,600 vehicles in the program. o This includes 180 cities, counties, and municipalities, including Bozeman and Helena. · Discussion regarding how to set up the system for the City of Laurel: o Police department will have one card per vehicle. o Program will make billing and tracking process easier. o Bulk fuel will still be used at the shop for the garbage trucks, grader, backhoe, and other vehicles. · Rick will coordinate the information needed from department heads in order to begin the program. o Program will be on the February 14th department head agenda. · Sam will review the contract. Department Head Meeting Minutes of January 31, 2005 Grant for radios · Police department received an additional $15,740 from the LEPC Homeland Security Grant for five more radios. · All of the radios were ordered today. E-911 · Information should be available in about a month. Communications Officer position · Rick asked for the mayor's authorization to advertise for the position available when Judy Woodman retires. · Discussion regarding the process of filling the positions Donate outdated equipment · Ambulance received two AED's last year through the LEPC Grant. · Ambulance department still has two old manual AED's. · Discussion regarding donating them to a man in North Dakota that refurbishes old equipment and sends it to Third World countries. o Sam will check into whether or not this is acceptable. · Rick also has some older equipment that could be given to the Academy for use on the driving range. o Sam stated that would be o.k. since it is another government entity. Purchasing Policy · Mayor and Sam will review and bring final document to the department head meeting. Other 4th of July Committee o Discussion regarding the 4th of July Committee o Need to advertise a March meeting to find individuals interested in serving on the committee. o Public works, police, fire, and ambulance departments need to be involved. o Emergency Services Committee is reviewing the recommendation of a fireworks ordinance to the city council. CIP © © 0 Discussion regarding the CIP Mayor stated that the Budget/Finance Committee wants the CIP addressed. Department heads need to get information together and Mary will present at the February 14th meeting. Retirement party o Judy Woodman's retirement party is scheduled for Thursday, February 17th, from 3:00 to 5:00 p.m. at the fire hall. o Rick will ask Judy if she wants the party open to the public. Steve and Larry will attend the Local Government Review Commission meeting on February 7th at 7:30 p.m. 2 Department Head Meeting Minutes of January 31, 2005 ,, Rick has volunteered to be on the LEPC Communications Committee, which will meet on Wednesday at 2:00 p.m. in Lockwood.
