RE: The Yellowstone Conservation District's second Urban Supervisor position is up for appointment July 1, 2005. Please proceed with the established method for soliciting candidates (attached). Gay Easton currently holds the position and has indicated he would like to be considered for another 3-year term. Mr. Easton is presently the Treasurer for the Yellowstone Conservation District. Thank you for taking the time to help us fill our Board with the most qualified people. Procedure for Designation of Urban Representative To Yellowstone Conservation District The Cities of Billings and Laurel, Montana and the Town of Broadview, Montana are required by Montana statute to jointly appoint two urban representatives to the Yellowstone Conservation District as vacancies occur. The three municipalities are also required to consult with the elected supervisors of the Conservation District prior to making such appointments. The following outlines the procedure agreed upon by the three municipalities: ......... ~l-i When a~v'acan~y~Z~curs;~theC'hairx~Pthe Yellowstone~3onservat~onqD4str*ct immediately inform the mayors of the three municipalities of such vacancy. 2.The three mayors will choose one of their number to coordinate the process choosing the urban representative. 3.The coordinator/mayor will advertise the vacancy in a widely cimulated local publication and accept applications for a stated length oft[me. 4.When all applications are received, copies of all the applications will be sent to the Chair of the Yellowstone Conservation District Board. 5. Within two days after the next meeting of the Yellowstone Conservation District Board following the close of the application period, the Board Chair will send the elected representatives' recommendation for urban representative to the coordinator/mayor. A resume, letters of recommendation, and other supportive materials for a.ny applicants will also be accepted. 6. A~er receiving the materials from the Chair of the Conservation District, the three mayors will deliberate as to the preferred candidate for urban representative. 7.The three mayors will choose one candidate and then forward that candidate's name to their respective town or city councils for confirmation. 8. Upon approval by the municipal councils, the candidate will be designated as thc official urban representative and will take his or her place on the Yellowstone Conservation District Board.
