BUDGET/FINANCE COMMITTEE
DECEMBER 21, 2004 5:00 P.M.

Chairman Mark Mace called the regular meting of the Budget/Finance Committee to
order at 5:10 p.m.
There was no public in attendance.
The minutes of the December 7, 2004 Budget/Finance regular meeting were approved as
presented, via motion by Kate, seconded by Gay, and passed unanimously.
November Journal Vouchers 0421-426 were reviewed by the mayor. Utility Billing
adjustments for November 2004 were reviewed by the committee and approved.
Mayor Olson suggested inviting Jeanette Koch, Utility Billing Clerk to a future meeting
to explain the adjustment process to thc committee. Mary will schedule this for January.
The November 2004 Financial Statements were reviewed by the committee. Mary referred
to the negative $93,132 cash balance in Street Maintenance. The first half payment of
revenues reflecting the increased assessment came in last week. The committee recommends
approval of the financial report information by the council, via motion by Kate, seconded by
Gay, and passed unanimously.
The following purchase requisitions were presented for approval:
GENERAL FUND:
Stair Chair- Ambulance
WATER FUND:
Water level meter for clear well - plant

SEWER FUND:
Replace explosion-proof switches - plant
Pump cylinders, o-rings, and packing kit - system
The committee reviewed the Comp/OT reports for PPE 12/5/04.
The Payroll Register for PPE 12/5/04 totaling $136,041.33 was reviewed by the committee.
Mary informed the committee that this payroll is higher than average due to the comp time

pay-oat that was done this pay period. Motion by Kate, seconded by Gay to recommend
council approval of the register. Motion passed unanimously.
A revised Budget Calendar was presented to the committee. Mary explained that two
additional weeks were scheduled for department heads to turn in their proposed budget
worksheets to the clerk. The new calendar will be distributed to the council.
There was nothin4 to report on the progress of the Accounting Policies and Procedures.
Mary will get feedback fi'om the auditors, who are here this week conducting the audit.
Mary reported that she learned something new for GASB 34: the outstanding deferred loans
bom the HOME program are to be shown on the city's books. Mayor Olson suggested that
Mary do a presentation on the program to the committee at the 2aa meeting in January.
Mayor Olson and Mary will work on the MD&A.
Ma~ updated the committee on the following projects: Park Maintenance Diatriet -
the Park Task Force Committee will report their progress to the council at the Dee. 28th
workshop. SID #111 - the Resolution of Iatteat to Create the District will be acted upon
at tonight's council meeting with the assessment being at $9.99/sqft of new sidewalk.
This resolution sets the whole process in motion for the preject. The notice will be
published for 2 weeks, and the owners will receive a copy of the notice in the mail. The
public hearing is scheduled for January 18* with final action on creation of the district
slated for February 1 ~t. Solid Waste Rate Increase - still pending due to vacancy in the
maintenance superintendent's position.
Under Other issues, Mary would like to bring forward an increase in the turn-on fee for
delinquent water users, from $15 to $40. This will be included with all the public works
fees, so that all will be considered at one time. Mayor Olson stated that the council
retreat scheduled for January, will now be postponed to February.
The next regular Budget/Finance meeting will be held on Tuesday, January 4th at 5:00
p.m.

Upcoming Projects: Park Maintenance District, SID #111, Solid Waste Rate Increase.
