OLD COUNCIL CHAMBERS PRESENT: Mayor Ken Olson Larry McCann Rick Musson Mary Embleton Peggy Arnold Joel Bamhart Jan Faught Sam Painter Code Books · Give LMC books to Cindy for updates. · Updates to be charged to the city attorney budget. Increase mm-on fees from $15.00 to $40.00 for customers who have been shut off for delinquency · Mary stated that staff has proposed incorporating the increase into the public works fees. · Discussion regarding the proper process for the increase. o Increase in mm-on fees will be initiated end presented when thc fee schedule comes forward. Auditors · Mary reminded the depamnent heads that the auditors are here this week. Urban Highway Pilot Program 1st Avenue to 3rd Avenue, Main Street water line Presentation was made at the December 14th council workshop. State was going to do the engineering until the contamination problem was found. Need a resolution for mayor to sign a contract with Engineering, Inc. to complete the engineering on the project. o Resolution will be presented at the December 28th council workshop. Storage area for plats~ maps~ etc. · The present jury box will be available for storage of the plats and maps. · The room offthe council chambers will continue to be used as a conference room. Emergency Response Plan for EPA · Larry mentioned that the plan is mostly done, and a letter has been submitted. · Recent meeting with Lockwood, Billings, and Laurel was cancelled. · After the meeting is rescheduled, Larry needs to meet with the police and fire departments to get their input. · A mock drill will be held after the first of the year. South 4th Street Proiect · Discussion regarding engineering for the project. · Preliminary engineering grant of up to $20,000 would need to be matched by the city. · Mayor scheduled a meeting with Cal, Larry, and Steve for Wednesday, December 29th. Bid for patrol ear Departmeat Head Meeting Minutes of December 20, 2004 · After the first of the year, police department will go out for bids for another patrol car. · Sam will review the bid papers. Insulation bids at the FAP · Two bids were received for insulation at the FAP. · No decision has been made. FAP department head meetinu · December meeting was cancelled. · Next meeting is scheduled for Thursday, January 13t~, at 4:15 p.m. at the FAP building. Librarg · Library employees have completed one-fourth of the bar coding at the library. · Peg mentioned the confusion whether employees are library clerks or library aides. Schessler Park · Sam recently met with Dick Hedman regarding Schessler Park. o There were discrepancies between their maps. o Sam represented that the overall plan was that the city wants to give the entire strip to the school district. · Discussion regarding the need for the school to tile and maintain the ditch. o Larry stated that some serious ditch issues need to be addressed. o Right of way of Alder is dedicated on the east side, but not on the west side. · Meeting with Ken, Gay, Sam, and Dick Hedman will be scheduled for Monday, December 27th, at 10:00 a.m. o Sam will contact Dick Hedman regarding the meeting. Purchasing Policy · Sam has not completed the Purchasing Policy yet. · Sam will incorporate comments, recirculate the draft of the policy, and present it at the department head meeting on January 3rd. Turkey day · Mayor Olson will grill turkeys for the employees on Thursday, December 30th. · Department heads can pick up and deliver the turkey, etc., to the employees sometime after 10:30 a.m. Fire Department · Brian Weis and Gary Gotschall will be appointed to the LVFD on December 21st. · One vacancy remains on the department's roster.
