Park Board Workshop minutes
Thursday, August 20, 2015
In attendance were Scot Stokes,Chuck Dickerson, Iry Wilke, LuAnne Engh,Amy Pollock, Bruce McGee,
and Gretchen Paulson. Called to order at 5:30 pm.
Others in attendance: Kurt Markegard and Monica Plecker,city planner.
No additional items for Tuesday City Council workshop from the Park Board.
1. Public comment

2. Riverside Park Master Plan:
Kurt brought Monica into the discussion of improvements to Riverside Park given her experience
in city planning. In November 2013 a remapping on the Yellowstone River as completed to determine
exact flood zones. In the past,there was estimated flood zones. She stated that Riverside Park is in the
Special Flood Hazard zone. This means no work to the ground can be done without DNRC or FEMA
approval first. No new structures can be placed in the flood zone. Any type of this work would change
the Base Flood Elevation of other River properties and could cause the city a liability. See the memo
from Monica to Kurt explaining this in greater detail.
Monica continued by explaining the process to make some of our proposed changes,these are
also listed in her memo. In summary,any activity that effects the flood elevation must go to FEMA for
approval. Starting with contacting the DN RC and getting engineering designs to prove the impact. File a
conditional letter of map revision and pay approximately$7,000 application fee. If approved,then the
city council needs to adopt the new ordinance. Monica suggests 1 CLOMR letter application with all of
the future improvements we would like to complete.
All of the above discussion is in regards to repairing the current septic system or adding a vault
toilet system to the park to allow camping. This will hopefully reduce the amount of people using the
whole park as a restroom.
We would need to have a net zero impact to the base flood elevation. This means,for example,
if we remove metal and garbage from the old dump area (bringing the elevation down)this could be
offset by a slight increase in elevation by work to repair the septic system.
Action item: Kurt/Matt will call the Billings metal collection company to see if they would come out and
remove any metal they can find.
Action item: Monica will look into the process more specifically for making the following improvements
and if they could be approved in the CLOMR:Chain link fence, playground equipment, permeable path
material for a trail, picnic shelter with gravel base and open sides, repair of existing septic lines&septic
tank,or installing a vault toilet system.
Iry brought the vault toilet information he received from his contact at Fish Wildlife& Parks. It
would cost$10,000 for a single vault toilet system. This includes the building,vault and delivery costs.
Since this would be adding a "building"to the park, it would need to be approved through the above
mentioned CLOMR process.
Other improvements can be made within the park if they do not affect the ground or water
displacement. For example,on the list of Riverside Park Master Plan improvements is to add signage
with historical information on the park and the Yellowstone River. These signs could be added to the
outside of the existing buildings and not have an impact on the river levels. Also,any improvements
inside of the Old American Legion building,adding insulation or gutters to the Jaycees building could
also be completed without FEMA approval.
A discussion on the shooting sunset at Riverside Park was revisited. It is set for May 7,2018 as
directed by the Laurel City Council. In the space currently used for shooting, it is proposed to have a
fenced dog park area.
A revised listing of Riverside Park planned improvements is attached.
Cindy,could you provide a copy of the Annexation plan for Riverside Park? Monica mentioned this has
wording in it to the effect of the city is not providing water or sewer services.

The Parks Board is considering making improvements to Riverside Park. Much of Riverside Park is
located within the Special Flood Hazard Area and 100 year floodplain.The Laurel Floodplain Ordinance
defines the Special Flood Hazard Area as"land area which has been specifically identified by FEMA as
the floodplain within a community subject to a 1 percent or greater chance of flooding in any given year.
IT is useful for the purposes of identifying flood hazards by local subdivisions of government for
regulatory purposes as well as use by the National Flood Insurance Program for establishing risk zones
and flood insurance premium rates.The FEMA flood hazard area zone designation or flood risk potential
is illustrated on FEMA's Flood Hazard Boundary Map or Flood Insurance Rate Map."
When proposed alterations or artificial obstructions occur in the Regulated Flood Hazard Area a petition
should be submitted to the DNRC that includes the following:
• Certification that no buildings are located in the areas which would be impacted by the
increased Base Flood Elevation;
• Evidence of notice and concurrence of all property and land owners of the proposed impacts to
their properties;
• Information that demonstrates that alternatives are not feasible;
• Information that demonstrates that the development is for a public use or benefit;and
• Any other supporting information and data as needed for approvals.
Once the DNRC approves an Alteration and the community amends the Regulated Flood Hazard Area,
the community is then required, per agreement between the community and FEMA,to obtain approval
by a Conditional Letter of Map Revision(CLOMR)before any physical change occurs.Also,elevating with
suitable fill does not alter the Regulated Flood Hazard Area.
Section 5 of the Laurel Floodplain Ordinance identifies uses that are allowable within the Regulated
Flood Hazard Area.No identified uses include structures. Furthermore Section 6 of the Laurel Floodplain
Ordinance states that"Solid and Hazardous Waste disposal and individual and multiple family sewage
systems unless the systems meet the local health and sanitation regulations and when permitted
pursuant to these regulations" yYlaicat_+o -6o.V o f
A Conditional Letter of Map Revision(CLOMR)is FEMA's comment on a proposed project that would,
upon construction,affect the hydrologic or hydraulic characteristics of a flooding source and thus result
in the modification of the existing regulatory floodway,the effective Base Flood Elevations(BFEs),or the
Special Flood Hazard Area(SFHA).The letter does not revise an effective NFIP map,it indicates whether
the project,if built as proposed,would be recognized by FEMA. FEMA charges a fee for processing a
CLOMR to recover the costs associated with the review.Building permits cannot be issued based on a
CLOMR,because a CLOMR does not change the NFIP map.
