The minutes of the October 7, 2004 meeting were approved as read.
Chairman Shay opened the Public Hearing.
Public Rearing - Special Review - Day Care Center at 921 12~h Avenue - Kid Kountry
Kaycee White stated they would like to buy the former Apostolic Church site at this address and make a
child care center that would provide for up to 31 children ages two to twelve.
She told the history of Kid Kountry and stated that it was one of the very few such facilities approved by
the Quality Assurance Division of the State. She also handed out an impressive brochure about Kid
Kountry Child Development Centers covering everything from what kids should bring the first day of
school to medications and what it means when you child comes home messy.
The site has adequate room inside and outside (for play equipment) and more than adequate parking.
As secretary to the Graft School Board, Ms. White said that she knew first hand of the need for a quality
care facility in Laurel.
Cal recommended approval, noting that the correct name per our Zoning Ordinance is Day Care and not
Child Care, and further recommended that the City Council not hold a public hearing.
Motion b.ythDan Koch, second by Bud Johnson, to recommend approval of the Day Care Center
located at 92I 12 Avenue, to the City Council without holding a second public hearing Motion
carried. '
Movie on Smart Growth, CommunitT Sustainabilit~, and Sound Planning:
Cai showed the movie, Subdivide and Conquer, an hour-long, award-winning movie about growth issues
in the Mountain West. After wards the Board discussed what could be done in Laurel and what was
being done. Cai said the Board has already confronted some of the issues with Elena Subdivision and
the mixture of land uses and small lots proposed there. He also said that the Board will be getting more
of these types of issues in the future, and that, next year, the Board will review the zoning and
subdivision ordinances to bring them into better compliance with the Growth Management Plan and its
smart growth, sustainable community nature.

To whom it may concern,
Thank you for the oppommity to fill out this special m,ziew to request a child care center to be
in a residential zone. As a new resident in the Laurel area and a board member of the C_naif
PTA I can see how much a quality childcare center in Laurel is needed. I don't feel that it
would interfere with the local residence daily living activities because we will only be
operating during daily business hours.
The possibility of our working together to satisfy the need in our community for quality
childcare services will be very beneficial. I am currently the director of Kid Kountry Child
Development Center in Billings. Kid Kountry offers a year round preschool for children ages
Two to Five years of age, and a fun and educational school-age program.
Kid Kountry has been providing an excellent preschool program and a loving atmosphere for
the past twelve years. At Kid Kountry teachers are required to have a child development
degree or a degree in a similar field. We are committed to excellence in all of our programs
and services that we offer. Our goal is to support self-esteem and self-confidence in each
child. With good role models, activities geared for their specific growth and development, we
emphasize quality cam and the best possible learning environment for children.
