SWIMMING POOL COMMITTEE
MINUTES OF OCTOBER 14, 2004 MEETING
5:00 P.M.
Members present: Marvin Carter, Kate Stevenson, Robin Herman, Jerry Ready, Steve
Klotz, and Cal Cumin. James Klessens from the Beartooth RC&D and Mayor Olson
were also present.
The minutes of the last meeting were approved as distributed.
Cal read a copy of the assistance request made to the Beartooth RC&D (see attached).
Mr. Klessens discussed his knowledge of possible grant and funding sources and where
the RC&D could help. He is also working with a pool committee in Absarokee and can
piggyback some of his work. In response to where our committee is, Kate stated that we
are considering an outdoor pool located in the same general area as the existing pool.
Steve noted that, if we don't go with the school, we might opt for a smaller pool. He also
said the City only charges $1.00 for admittance and this needs to change. Steve noted
that Rose Park in Billings pays for itself.
James said a commitment from the people of Laurel is important. Kate noted that a new
swimming pool always scores near or at the top of the community assessment surveys.
James said that December and May are the prime giving months for charities and public
causes. James will apply to MRL and to the Scott Family, but he needs design, size, and
costs specifics first.
The contract with Interstate Engineering was reviewed. Steve suggested additions
dealing with a specific timeframe and a statement of normal fees charged by the firm. He
also questioned whether we should be paying for mileage from Glendive. Changes were
noted, the Committee agreed to hire Interstate, and the contract needs to next go to the
City Attorney and then to workshop.

Briefly describe your project:
Analyze the alternatives for a swimming pool to mplaea the existing pool. How much will it
cost, how nmch space is required to include parking, where it can be located, where it can
optimally located, what features should be included, how can it be financed, and how should it
be operated.
What Problem will it solve?
It will address the need for a new swimming complex for the City of Lanrel and make better use
of the thousands of dollars spent each year by the City to repair and continually operate the
existing dilapidated pool complex.
Who will this project benefit?
This project will benefit the children of Laurel, tho school programs,.the City's park and
recreation programs, and general public.
Who are the current and potential' partnem in this project?
The City of Laurel is sponsoring this initial analysis. Future partners with the City may include
the School District and private entrepreneurs.

What assistance are you requesting from the RC&D council and staff?.
Grant research and writing; planning strategy, and organizational assistance for replacing the
community swimming pool in Laurel.
What resources have you secured so far in implementing this Project?
A benefactor donated $70,000 towards construction ora new pool We are using the [nterest on
that amount for obtaining some preliminary engineering feasibility study. We have formed a
Committee made up of the Public Works Director, a City Council person, the Plarming Director,
and representatives from some civic groups.
