MDOT - TSEP Ranking Scores
November 4, 2004 Kenneth Olsen, Jr, Mayor City of Laurel PO Box 10 Laurel, MT 59044 Department of Commerce 2004 Dear Mr. Olsen: The Department of Commerce has completed its scodng and ranking of the 47 applications submitted to the Treasure State Endowment Program (TSEP) for grants that will be awarded by the 2005 Legislature. After submitting the Department's recommendations to the Governor, they were approved and will now be submitted to the Legislature for its consideration. The TSEP applications were analyzed, scored and ranked by the Department's staff and consulting engineers according to the seven cdteda that are set out in the TSEP statute. Attachment #1 shows the scores assigned to each application and how they ranked. Attachment #2 shows the amount recommended for each project and how many projects could be funded depending on the amount of funds that will be available. At this time, we do not know for certain how many projects can potentially be funded, because the official projections of the interest to be earned on the Treasure State Endowment Fund during the coming biennium will not be available until the later half of November. Based on a preliminary estimate from the Governor's budget office, we would have approximately $15.6 million to award. However, we are hoping that this is a conservative estimate and that the official projections will confirm that there will be a larger amount available. We are in the process of completing our reports for each project that will be included in the report to the Legislature. However, those reports cannot be completed until we receive the TSEP revenue projections. Once the project reports are completed, we will send a copy of it to you, along with the final engineering review report. At that time, we will also be able to tell you how much revenue is projected and how many projects will be recommended for grant awards.
