Park Board minutes
Monday, August 6, 2015
In attendance were Chuck Dickerson,Amy Pollock and Gretchen Paulson. Absent was Scot Stokes, Bruce
McGee, Iry Wilke and LuAnne Engh. Called to order at 5:30 pm.
Since there was not a quorum, we just discussed items from the agenda and reviewed the Updates from
Council.
Cindy: Please add to Council Agenda "Other items"for August 11.
• From April 2015 Park Board minutes, "to transfer ownership or lease to the Laurel Rod and Gun
Club the entire log building located at Riverside Park". Please confirm if the transfer discussions
between CAO and LRGC would be the building only, not including the shooting range.
• Please confirm the shooting moratorium date. We think it is 2018?

2. Pool committee—no update.
3. Lease negotiation update: Chamber and Jaycees
Email from Heidi Jensen, CAO, was read and attached to these minutes. In summary: the city
attorney and CAO are working on the lease, but they are a low priority. As stated in the July 14,
2015 Council workshop minutes:the staff is maxed out but the leases have not been forgotten.
• A"No Lease, no use Policy" is being drafted by the city attorney to be added to all leases.
The Park Board members should be aware of this policy.
4. Follow up on Kiwanis Park and Jaycees camping issues brought to Council in June.
Camping issue: See June 9, 2015 Council workshop minutes, page 3. There was a lengthy
discussion with city staff, council and police chief. No restrooms was a concern for staff and council
members. The police are concerned it would be an additional burden for patrol. City staff would
not support the issue if it moves for a resolution.
Kiwanis park: recommended for discussion at city council, but it's not addressed in the minutes.
The Park Board would need to discuss and then bring decision to council for decision not discussion.
Amy discussed this with Police Chief Musson, he is in favor of cameras at the park and with closing
the remaining park to be similar to Kids Kingdom. We must be certain the park signs say"No
Loitering in the Park"to ensure those passing through have no fear of being ticketed. Let's discuss at
future meeting
5. Discuss Riverside Park Master Plan
Reviewed documents Gretchen sent out on July 29, 2015 to all board members. Also reviewed
suggestions from Iry Wilke and the Laurel Rod &Gun Club dated 8/6/2015. It would be helpful to have a
special meeting to discuss only the Riverside Park Plan. Are the board members available on Thursday,
August 20 at 5:30 to discuss the Park Plan? If we have a productive discussion, we can have items taken
to the August 25 Council Workshop for council discussion.
Gretchen to find if the room is available.
6. Update from June/July action items:
• Did a letter go to the Stampers regarding the light pole issue at Thomson Park field?
No, but Heidi Jensen,CAO held a meeting with them and it was addressed in the July 14,2015 council
minutes.
• Is it on the Park Maintenance agenda to have the tennis court foundation removed?
Gretchen to follow up with Kurt.
• Did LuAnne contact the Outlook to recognize the employees for good work and their years
of service
Yes,there was an article about the pool and employees in Laurel Outlook.
• Were the Jaycees notified of the no camping allowed at Riverside Park?
We are not certain the Jaycees'were notified. But it was discussed at length at the June 9, 2015 Council
workshop. Gretchen will send a copy of those minutes to the Jaycees'contact Howard Rickard.
7. Other items
Items to be discussed at Council Workshop on Tuesday following the Park Board Thursday
meeting: Must decided prior to Park Board Adjourn a list of items to go first on the Park Board
minutes, be BOLDED and in RED for Cindy to see and add to the "Other items" agenda.
Follow up: Iry to still bring:will get estimates from the Fish &Wildlife Parks for vault toilet option at
Riverside.

Riverside Park Master Plan
Draft#1 dated 7/27/15
List of overall improvements,to be completed as funding is available in any order. See 2"d attachment
for graphic of proposed improvements.
Park upkeep: mowing,weed trimming,trash collecting on a regular schedule.
Vault toilets to be installed west of the Jaycee's building.
Riverwalk trail around perimeter of park property: ground leveling,weed mat, road mix
Signage(kiosk)with historical information on Yellowstone River and the importance of Riverside Park
history. Contact MDT for support and information.
Parking,designated for day use of the trail and other amenities.
Dog Park in old shooting range grounds after the shooting sunset occurs: install fencing,gates, "Clean up
after your Pooch"signs, and garbage cans.
Playground equipment for day users and camp ground users.
Designated camping for first come,first served with no services(no electric or water hookups). This
should be managed by the Jaycees with terms to be set with the City for yearly management.
Picnic Shelter for outdoor gatherings(similar to Thomson Park shelter).
Improve Old American Legion building:
Replace the boys and girls bathrooms,damage due to roof leak.
Add gutters, possibly replace windows.
Add portable sump pump at city premises in the event additional flooding did occur, it would be
available to remove the water.
Old Caretaker building: remove it and any unsafe cottonwood trees surrounding it. (Could the picnic
shelter be placed here and use the foundation slab? It is elevated and would be safe from a future
flood.)
Curbing/Levy added on north and west side of Rod&Gun Building to help prevent future waters from
entering building. It is at one of the lowest points of the park.
Jaycees building: Review need for an improved heating system and insulation,add gutters.
Rod &Gun Club building:TBD based on building ownership transfer.
Rifle Club Shooting facility:To get it to habitable condition it needs new bathrooms, rafters, roof,
gutters, mold mitigation,flood prevention. To build a structure of this size to indoor shooting range
standards, it may cost in excess of a million dollars.

Restore shooting clubs and all shooting activities
Give red out lined area to the shooting clubs
Clubs take responsibility for all maintenance of grounds inside the
shooting areas
Clubs will replace septic with vaults and cisterns as needed and restore
the buildings
Restore all camping in the park with electric hookups (no dump station)
Replace showers/toilets with vault systems
Allow JC's to control camping
Better control of dogs in the park
