SPECIAL COUNCIL WORKSHOP
OCTOBER 19, 2004 6:53 P.M.

A Council Workshop was held in the Council Chambers and called to order by Mayor Ken Olson
at 6:53 p.m. on October 19, 2004.

Public Input (three-minute limit):
Citizens may address the Council regarding any item of City business not on the agenda, The duration for an
individual speaking under Public Input is limited to three minutes. While all comments are welcome, the Council
will not take action on any item not on the agenda.
There was no public input.
Solid Waste Rate Study Presentation
Nathan Tubergen presented information regarding the solid waste rate study. Copies of the
information were distributed to the council and the overhead projector was used for the
presentation. Copies of the information are attached to these minutes.
The rates for the commercial and residential were established from the approved budget of 2004-
05. The charges are broken down by collection division, disposal division, and capital outlay.
The collection division was based on information that each of the garbage truck drivers provided
to the staff based on one week's collection. After breaking the information down by commercial
and residential statistics, it was determined that commemial consists of 49.2 percent and
residential is 50.8 percent.
The disposal division was broken down into two categories. The first category is wages,
operation, and maintenance. The second category is landfill charges.
The third area of capital outlay includes the debt service, which will be paid off next year, and
the purchase of equipment, which will provide approximately $150,000 per year for capital
outlay.

When breaking down the three components, the commercial, based on the number of cans,
equals $1,479.73 or $123.31 per month.
The residential was first broken down by the number of cans (1,181) and then converted to the
number of customers (2,569). The annual rate is $118.81, which equals $9.90 per month per
customer. No change is proposed to the residential charges for solid waste.
There was discussion regarding whether city and non-city residents are charged to take garbage
directly to the container site. City residents who provide a driver's license or water bill are not
charged to use the container site. Non-city residents are charged a fee for the service.
There was discussion regarding the need to review the location of some of the containers. Cans
are placed to accommodate a certain number of houses, but residents sometimes move the cans.
The public works department should be contacted regarding any concerns. The department will
review the locations and number of garbage cans located throughout the city in the near future.
There was discussion regarding the need for businesses to recycle, particularly cardboard, in
order to cut down on the amount of garbage. It was suggested that residential and commercial
customers need to receive information about recycling.
Nathan stated that staff would contact commercial users with more than one can to determine if
and how the number of cans could be reduced. Council will be updated regarding this aspect of
the proposed solid waste rate increase.
