MINUTES:
Motion by Lloyd Shay to approve the Cemetery Commission minutes o£ August
16, 2004, seconded by John Oakes. Motion can'ied.
LONG TERM CEMETERY STUDY:
Motion by Lloyd Shay to recommend approval from the City Council for an RFP
for a cemetery development study, seconded by Chuck Rodgers. Motion carried.
ROAD DEVELOPMENT REPORT:
Steve distributed a map of the current cemetery showing the existing and proposed roads.
By constructing a perimeter road around our existing cemetery, several sections would
become accessible, opening up an additional 2500 cemetery plots. Annual plot sales
number 40 to 50 a year and, at this rate, it will take 50 to 60 years to fill.
We built a temporary road on the north side in order to bring in fill dirt. The road is
gravel and is up to grade except on the west side, where it intersects with the paved road
that runs in front of the cemetery. The roads could be built in stages and with millings,
could be done at a reasonable cost.
The addition of Tracts A & B square up the existing cemetery and contain approximately
18 acres. Tract C to the north contains 16 acres. It was stated that if we want, we could
limit our study to the 18 acres and tie it into the other portion at some point in the future.
Steve said we need to decide how we want to maintain the area to the north since it is not
being farmed. We are getting a crop of weeds in it and Bruce stated that we have a lot of
sagebrush blowing into our fence from the adjoining property.
SPRINKLER SYSTEM:
Chuck reported that he and Dick went to meet with Robert Williams to look at their
system in the Rockvale Cemetery. Their system has the following specifications.
· Pump - 2-phase/25 horse power
· Water supply from both ends of cemetery
· Pump from a ditch, half the distance of ours
· Filtering basin consisting of a drum buried in the ground
· Main 4" truck line with 2" lateral lines
· Brass drop in heads on pressurized lines
· Run 6 heads at a time with 80' radius
· Takes approximately 2 days to cover 16 acres
It was stated that the heads are large enough to allow gravel the size of a BB to pass
through. The filtering system they have in place helps eliminate a lot of debris from the
ditch. Due to the grade of their cemetery, they do not have to winterize it, they only have
to open the end caps and it drains itself.
There was more discussion including the layout of our cemetery and the fact that we will
encounter old plastic and steel lines in the ground.
Chuck recommended that we have Robert Williams come over and look at our cemetery.
A meeting will be arranged that is convenient for Robert.
In clarification to a question, it was decided at previous meetings that we can proceed
with the sprinkler system and the roads without having a study in place.
Dick stated that he received information from the Bureau of Mines and Geology. This
information will shed light on the feasibility of wells at the cemetery. More information
will be presented at a later date.
MISSION STATEMENT:
The proposed mission statement was presented to the commission for their consideration.
The purpose of the Laurel Cemetery Commission is to recommend direction,
planning and funding, with confirmation by City Council and Mayor, to assure the
care and beautification to create an atmosphere of peace, tranquility and beauty
for all visitors of the city cemetery guided by the rules and regulations adopted by
the commission and established by resolution of the City Council.
Motion by Lloyd Shay to adopt and recommend to the City Council the Mission
Statement as presented, seconded by Mark Mace. Motion carded.
Motion by Chuck Rodgers to adjourn the commission meeting, seconded by
Lloyd Shay.
The meeting adjourned at 5:50 p.m.
