Park Board minutes
Monday, July 9, 2015
In attendance were Scot Stokes,Chuck Dickerson, LuAnne Engh,Amy Pollock, Bruce McGee,and
Gretchen Paulson. New member Iry Wilke was introduced. Called to order at 5:30 pm.
Others in attendance: Mayor Mark Mace and Marc Dean, Pool Director.
1. Public comment
No Comments.
2. Pool update from Marc Dean:
Pool Improvement list provided by Marc(see attachment)
Shade proposal for permanent shade structure,cost under$1,500(see attachment)
10 employees,all Laurel residents,exceptional staff!
Guards are tested weekly,went from average to exceptional; Lessons are up 300%;Scuba classes
will be offered in July and August at$15 per person.
"Matt&Tim from Parks& Rec have been exceptional to work with"said Marc Dean.
Last day pool open is August 19.
Kurt:The Park Board would like an updated on shade possibilities for this summer. Kurt
volunteered to find possible shade options and discuss/purchase with CAO. See April 2015 minutes
where Kurt agreed to get shade for the pool.
3. Review of July 4th celebration
Kurt said everything was cleaned up in the parks. Only 2 city employees were scheduled to clean up
on Sunday. Some complains were given to Chuck,said it was the worst year for dumpsters being
full,need more dumpsters for July 4 celebration.
Suggestion:City could contact school groups in the spring(Honor Society,etc)and use cleanup time
toward community service hours
4. Lions Park improvement on May 22 by Lions, Rotary, COP,and CHS
Per Paul Kober of the Rotary, CHS donated the weed block under layer at a value of approximately
$4,500. They also stepped up and paid for the two loads of road mix that was spread by volunteer
hours over the weed block. More road mix is needed to cover some exposed weed block areas of
the path. Paul asked if the city could cover the cost of one more load to cover and prevent any trip
hazards on the path.
LuAnne will follow up with Kurt about adding this to the Park Maintenance schedule.
5. Follow up on Jaycees camping issues brought to Council in June.
No camping at Riverside Park because there are no restroom facilities.
6. Follow up on Kiwanis Park change of hours brought to Council in June.
Amy discussed this with Police Chief Musson,he is in favor of cameras at the park and with closing
the remaining park to be similar to Kids Kingdom. We must be certain the park signs say"No
Loitering in the Park"to ensure those passing through have no fear of being ticketed.
Cindy: Please add the May recommendation below to the City Council next workshop
Park Board Recommendation:we recommend the Kiwanis Park hours be discussed at a future council
workshop and emergency services meeting to make the Kids Kingdom park and Kiwanis Park hours the
same.
7. Other items
Iry brought up the issue of mud around picnic tables at Kiwanis Park. He wanted the Parks
Maintenance group to be aware of the issue.
Bruce said the city received an estimate of$32,000 to fix the old American Legion building at
Riverside Park. He suggested we create a Park Master Plan for Riverside Park for an overall
improvement plan. There is approximately$250,000 currently available to make improvements.
Gretchen will contact the Rod&Gun Club and Jaycees to ask for their input on the Plan.
Iry will get estimates from the Fish &Wildlife Parks for vault toilet option at Riverside.

Shade Proposal
Description: Create a 34' x 15' shade entity on the North side of the pool to
provide needed escape from the sun.
Labor Options:
1. Attempt to get local builders to do the work pro bono.
2. Have Parks department provide the labor.
3. Put out the need to the local community and get volunteers to help build with
one licensed contractor to oversee the project.
Time Needed to Complete Project: 2 Days

• Look for local donations or 1 donator and brand their name on it.
