DEPARTMENT HEAD MEETING
SEPTEMBER 7, 2004 4:15 P.M.

Resolution requiring advance public notice of fireworks displays
· Discussion at August 31 st council workshop
· Advance public notice regarding fireworks displays is needed.
· Fireworks can cause concern to people and pets.
· Responsibility of requesting entity to provide public notice
o Fire department should inform entity of the need.
· Council will consider a proposal to form a resolution.
State-wide Health Plan proposal update
· Bob Worthington presented information at the Insurance Committee meeting on September 1 st.
· MMIA works for cities and towns.
o Self-funded programs
· MMIA needs time (two years) to prepare the variety of plans.
o Current plan would remain in place now.
· Rate reduction of 2.7 percent as of October 1st.
o MMIA would negotiate rates with BCBS next year.
· Union would like Bob Worthington to return to talk to union and non-union employees.
o Date will be scheduled.
Technical Edge free seminar on Computer Security · Free seminar on internet security
· September 16th, 12:00 to 1:30, in Billings (lunch provided)
· Discussion regarding the breach of security on the city's server
Asset tracking vs. Inventorv trackine
· Asset capitalization for bookkeeping purposes is $5,000.
· Items of value under $5,000 need to be tracked for purposes of:
o Bookkeeping
o Insurance
o Management of city property
· Discussion regarding need to inventory items
o Mary stated that the items were purchased with taxpayer dollars, and, therefore, the
citizens own the items.
· Discussion regarding tracking vs. man-hours to track items
· Mayor directed Mary to get suggestions from other cities.
o Mary will present at department head meeting in one month.

Update on Alder paving · Cement will be laid this week.
· Paving will be done the end of September.
Update on CDBG sewer proiect · The CDBG part is done.
· Motors will be in on September i3th.
· Reconciliation change order will be completed after September 13th.
Culvert on Alder Avenue · Special council meeting scheduled tonight regarding the culvert on Alder Avenue.
· Co-op has agreed to pay half of the $8,200 cost to replace the culvert at Alder Avenue and
Main Street.
Schessler Park termination
· Sam will review.
Uniform issue
Former maintenance superintendent signed a contract to provide uniforms for city employees.
· Discussion regarding the situation
o City does not want to continue the contract.
· Larry has a copy of the ding letter.
o Sam will review.
Surplus auction · Auction is scheduled for Saturday, September 11th at 10:00 a.m. at the city shop.
· Steve needs keys and titles to vehicles and access to all other items by Thursday.
· Let Steve know of a minimum bid on any item.
· An auctioneer is still needed.
Ambulance - CIP · Discussion regarding how to spend the $11,500 in the CIP for ambulance equipment needs
· Mayor told Jan to order what is needed.
· Cenex donated $1,100 for training equipment for the ambulance.
Fire department · Received a grant from Yellowstone County for the sum of $4,500 to be used to buy a Red Zone
Mapping system for $3,500 and 4 GPS units for $1,000
· Fire department is in the processing of hiring two firemen
