DEPARTMENT HEAD MEETING
AUGUST 17, 2004 4:15 P.M.

Clapper's Flats/Markegaard Road issue · Request received for the city to support a road opening in that area
· Jan and Terry are working on it.
· Sam will talk to Mr. Charles regarding the issue.
Receipt sheets - Personnel Policy Manual
· Signed receipt sheets need to be turned in to Mary this week.
· Eight employees did not attend a meeting with Paul Hutter.
· Two letters have been received from employees.
o Mayor stated that the letters should be forwarded to Sam.
o Copies of letters should be forwarded to Paul Hutter.
Change department head meetings to Monday
· Mayor recommended changing department head meetings to Mondays at 4:15 p.m.
· Budget/Finance Committee will change to Tuesdays (council meeting days) at 5:00 p.m.
· If there is a holiday on Monday, department head meetings would be on Tuesday.
o Labor Day on Monday, September 6th
o Next department meeting on Tuesday, September 7th
o First Monday meeting will be on September 20th.
Surplus auction
· Scheduled for Saturday, September 11th, at 10:00 a.m.
· Take items to the city shop on Friday, September 10th
· List needs to be distributed to department heads for review.
· Department heads need to submit requests for surplus items to the mayor as soon as
possible.
· Discussion regarding abandoned property
o Abandoned property is not under the same statute as surplus
· Sam will fred out the requirements for advertising and work on the language for the
advertising.
· Mayor wants to advertise on September 1st and 8th.

Alder Avenue proiect update
· Culverts were laid in the west side of Alder Avenue today, and the east side will be done
Wednesday.
· Ditches will be opened on Wednesday.
· Discussion regarding gas lines in Alder Avenue
o Larry explained that the pipes are located 11 inches underground and should be
18 inches under.
o MDU would charge $30,000 to lower the gas lines to 18 inches.
o MDU could not do the work for two months.
o Sam recommended getting documentation from engineers and MDU.
· Discussion regarding liability for the gas lines
Break-in at the eiB, shop
· Break-in cost totals $17,709 so far
· Gates at the shop are not fixed
· Locks are not installed at the sewer plant.
· Larry wants to install an electronic gate at the front of the shop.
o Larry will get prices and options.
First Street Proiect · Draft of task order available on Friday
· Larry will present at council workshop on August 31st.
First Avenue/12th Street Proiect
· Pavemem has been done again and a reconciliation change order has been submitted.
· Discussion regarding the process needed for the reconciliation change order
o Original change order was for $8,000.
o One valve was returned and the price was subtracted.
o City owes $3,000.
· Sam said that the city would not be expending more funds than approved so it does not
need to go back to council.
o Reconciliation change order will balance the project.
o Larry will give copies of the reconciliation change order to Mary and Sam.
Cell phone issue
· Discussion regarding the cell phone issue
o Mayor and police department still use the new phones.
o Police department uses the walkic talkie feature.
o Other department heads are using the Cellular One phones.
o City was led to believe that Air Tel's coverage is the same as Verizon and
Cellular One digital.
· Discussion regarding dropping/keeping the phones
o Sam recommended making a list to identify problems with each department
o Need to list valid reasons to drop a portion or all of thc contract
Steve will contact the Air Tel representative.

Park land on Washington Avenue · New school land is located adjacent to Schessler Park and Washington Park.
· According to Tony Nave, the Parkview Subdivision plat of 1952 states that the
requirement for park land has been met.
· Need to determine if the park land is in the city or the county.
· Need to do a title search to get a legal opinion on whether or not the land is dedicated
park land.
· Mayor and Steve have a meeting with Josh Middlcton on Thursday.
Grant applications for police department · Rick requested mayor's signature on two grant applications that are due on Friday.
· Police department would use the $9,999 grant, with a $1,000 match, to purchase another
patrol car.
· Police reserves would use the grant monies to purchase weapons.
Library parking lot
· Peg expressed thanks for the recent work on the library's parking lot.
Other
Attorney's office hours · Sam will attend the department head meetings on Mondays.
· Office hours will be on Tuesdays from 3:00 to 5:00 p.m.
Service truck · New service track arrived.
· HCL Equipment will install the tool box on Wednesday.
The meeting adjourned at 5:15 p.m.
