Members Present: Doug Poehls, Co-Chairman Bill Mountsier Richard Dawes Pat Kimmet Bruce McGee Others Present: Rick Musson SAFETY MILL LEVY UPDATE Doug handed out Resolution No. R14-11, a resolution of the Laurel City Council to order the placement of a proposal to create a safety maintenance district on the November 2015 election ballot for referendum vote. The City Council will vote on it at the next council meeting. Doug stated the importance of educating the City of Laurel residents on what it costs to maintain adequate coverage for the City of Laurel. Bruce McGee commented on the wording in the resolution on the second page,number 9.District Impact: Fair Market Value, it should instead be Assessed Market Value. He stated that there is a difference between Fair Market Value and Assessed Market Value on property taxes, even though some people may not know this. Discussion on marketing the mill levy so the citizens positively understand the referendum which will be on the November ballot. Bruce McGee stated that public officers or employees may not use public time, facilities, equipment, supplies, personnel, or funds to promote passage of an item on the ballot. Personal time can be used to explain and influence people about the tremendous needs of running sufficient police, ambulance and fire departments. It was decided that the ambulance attendants should be encouraged to use their knowledge in promoting it to the people. Doug said he would talk to the fire department members and ask them to participate all they can in getting out to talk to the public. After discussion, it was suggested to have material provided with facts from the Police Chief, Fire Chief and Ambulance Director to hand out to agencies who speak to the public. Chief Musson said that he was at the Rotary Club meeting and asked to talk on the matter. Having the department heads, police officers, police reserves, firemen and ambulance attendants out speaking at different functions is an asset. Rick said he spoke to a citizen who understood the increasing needs to provide safety for Laurel citizens. He suggested asking this person to help by getting more individuals interested and working together on a committee. It was determined to see how the council votes on the resolution at the next meeting. After that, a good beginning point would be to prepare an informational sheet to hand out. Bruce pointed out that there is a short time to educate the people. The mailed ballots go out in October and many of those people are important voters who take care of it right away.
