Motion by Bill Staudinger, second by Mark Mace, to approve the minutes of the June 7, 2004
meeting. Motion carded 6-0.
Park Lease Discussion
At last month's meeting there was a sub-committee formed to review all city park leases and uses.
Steve Klotz, Public Works Director, handed out information and suggestions from Sam Painter, Elk
River Law Office with suggestions on how the committee should go about reviewing the leases.
There are four important items, under #6 on the handout sheet, that need to be worked out:
I. Term of lease
2. Price of lease
3. Subleasing and assignment to other groups
4. Insurance requirements
The handout also included items on the previous lease agreements for the Thomson Park baseball fields
and Riverside Park buildings.
A discussion was held on subleasing of the buildings down at Riverside Park. There are occasions in the
summer months when campers are affected by noise from a group that has rented one of the buildings.
There have also been recent issues regarding people from a party that shot offguns and drove vehicles at
a high rate of speed, putting campers at risk of injury. This brings up a question of how much liability
insurance needs to be required from each dubs.
Discussion on liability, community need, amount the city makes renting camping space, loud parties
sub-leasing buildings, possible security in the park, renting out camping spaces, safety of campers,
segregation of the different parties renting the park and buildings, and beer permits.
Mark Mace suggested the committee start by deciding on the lease length, lease price, general rules and
regulations for the different organizations (at R/verside and at Thomson Park) and liability insurance
requirements.
Gay suggested that the Attorney has given the committee a good place to start. There are a lot of
variables on the different parks and organizations leasing out the land and buildings.
John Oakes suggested that the city look at selling the park.
Mark Mace suggested to the committee that if they have any ideas on this issue to let him know. He
also questioned if they should allow the different organizations to take part in the committee
discussions?
Gay suggested that if they do invite the organizations to Participate in the discussion it probably should
be done one organization at a time.
Gay appointed Marvin Carter to be a Co-Chairman of the subcommittee.
The committee will review the handout and this will be discussed at the August meeting.
