Dear Mayor Olson:
The Montana Department of Commerce (MDOC) received fi:om the City of Laurel the finding that the
project activities approved for funding under the HOME Program are categorically excluded subject to
the requirements of 24 CFR § 58.5 [58.35(a)(4) and 58.35(b)(5)]. The City of Laurel project activities
consist of homeowner rehabilitation assistance and homebuyer assistance to low-income households in
Laurel, Montana.
Based on the information provided, we have concluded the grant of HOME funds for the proposed project
would not be a major State action significantly affecting the quality of the human environment, for the
purposes of the Montana Environmental Policy Act (Sections 75-1-101 et seq., MCA). With the issuance
of this letter, the environmental condition of the HOME Grant contract is satisfied, as provided in
Paragraph 15(A)(i)of the Special Conditions section of the HOME contract.
Paragraph 15(A)(ii) of the Special Conditions section of the HOME Contract regarding commitment of
other resources necessary for the completion of the project as defined in Paragraph 7 and Attachment B of
the Contract has been satisfied and is therefore released. Compliance with Paragraph 15(B) in the grant
contract, providing commitment for matching contributions, is satisfied and therefore released.
With the release of these conditions, and the execution of the final contract, the City of Laurel is
authorized to incur reimbursable costs for HOME-eligible administration and activity costs. Please retain
this letter with your Environmental Review Record. If you have any questions, please call Et?am Stapp,
your HOME Program Officer, at 841-2819.
