The mount is based on a rote of 30 cents per capita with ceilings and thresholds for the largest cities and smallest towns. This rate, which has not been changed for the last seven years, is applied to the population numbers fi.om the 2000 Census. This means that there should be no variation from the dues your city or town paid last year. I have completed the District Meetings in Eastern and Central Montana and will be traveling the other areas of the state in the next few weeks. These meetings are intended to give the staff, Resolutions Committee and Board of Directors the information they will use to put together the package of bills that cities will present to the 2005 Legislature. I encourage cities and towns to send representatives to these meetings, because this is the only way to assure that your interests and concerns are considered in the Legislative package: The League has been working since last fall to develop a self-funded health insurance program for cities and towns. At this time, it looks like we will be able to offer a 2.3 % rate reduction to the 41 cities and towns that are in the League's group purchase program through October 1. If we can pull a self-funded program together for these cities in the next four months, the rate reduction could be as much as 5% by October 1st. Smaller cities and towns that are not members of this program will be contacted to determine if they are interested in participating. A health insurance program for the larger cities is a more difficult proposition. It will take more time, but a committee working through the MMIA intends to have a self funded pool for the largest cities early next year. The intent then is to combine the two pools into a comprehensive health insurance program for all League members. The League has made progress on a number of important and difficult issues, and the officers, directors and staffhope that you will continue to work with us to finish the job. It has been an honor to serve the cities and towns of Montana for the past 12 months, and I hope you understand how much we appreciate your support, encouragement and friendship. Best wishes,
