Members Present: Others Present: Dan Dart, Jack Gabrian, Pat Kimmett, Dick Fritzler and Carl Holden Fire Chief Terry Ruff City of Laurel Fire Department It was noted that the City of Laurel Volunteer Fire Department is not able to address hazardous materials spills and/or releases, as they are not professionally trained to do so. Dan stated that the City of Laurel does not mention handling of hazardous materials in our Mutual Aid Agreements with the City of Billings, City of Park City, and the Cenex Refinery. Terry thought a simple paragraph added to the agreements would be acceptable to explain our position. Pat said that the Cenex Refinery, in the case of a hazardous materials spill or release, would use the City Fire Department in a backup role as the refinery has their own "Haz-mat" team. Terry said that the City of Billings also has a professionally trained team to handle hazardous materials. Jack said that the City of Laurel does not have a Mutual Aid Agreement with Montana Rail Link. He said that the Fire Chief is the Incident Commander when the Fire DcparLment is called and that the railroad would take incident direction from the Chief. The group thought that we should have a formal agreement with Montana Rail Link detailing incident command protocol. Noise Ordinance The group discussed various options in perhaps forwarding a comprehensive, workable noise ordinance to a city council workshop. Resj~ect fully submitted, Dan Dart Chairman
