HomeMy WebLinkAboutPark Board Minutes 05.07.2015 City of Laurel Park Board minutes Thursday, May 7, 2015 In attendance were LuAnne Engh,Amy Pollock,Scot Stokes and Gretchen Paulson. Absent was Bruce McGee and Chuck Dickerson. Called to order at 5:31 pm. Others in attendance: Iry Wilke, LRGC; Howard Rickard,Jaycees; Matt Haddad,Acquatics Director at YMCA; Marc Dean, Pool Director at YMCA. 1. Public comment No Comments 2. Pool Committee update No one from Pool Committee attended. Discussion of pool: Approx 8 applicants for pool so far,want to see 12 total. If interested please apply. Ladders and pump are going in,the pool bottom will be painted with special paint that should last a few years(see previous minutes pool item discussion). Plan to open June 8 with training of life guards end of May and 1s`week of June. Action item: Kurt please update us with shade possibilities. What have you worked out of the budget and with Heidi on being purchased for this 2015 summer? Matt to bring extra YMCA swim brochures to the city offices, LuAnne and Amy can distribute throughout Laurel. Pool Management Matt Haddad and Marc Dean from YMCA came to introduce themselves. Marc gave a brief history of himself and how he got started in the aquatics industry. Matt discussed the flyers mailed out and staffing(see above items). 4. Jaycees lease agreement Howard Rickard stated he paid the previous annual lease fee of$100 in January,so their lease has been renewed on a yearly basis until new lease terms are written. He is still hoping to have managing camp ground and the old American Legion building as additions to the lease terms. Recommendation (from April 2 Parks meeting):Chuck recommends to city council to continue the Jaycees expired lease of$100 or more per year for 5 years with similar conditions/terms that were in the expired lease. Jaycees should negotiate lease price with the CAO and city attorney, but the Park Board would like to see the pricing stay minimal given that the group is very committed to this community. The Parks Board would like to see action on this item. Please let us know if there is further action taken by the city staff to move forward on this item? The Jaycees as a group have been wonderfully patient and kind in working with the Park Board to bring issues to the table. I think they deserve just as much respect and time in responding to their continued request for long term lease terms and conditions. It was brought to the Park Board attention that the Chamber lease will be handled first before the Jaycee's lease terms. Per Howard,there is currently no night camping,no bathroom facilities, it is not high on the city's priority list. And now improvements to the sewer or bathroom facilities are in near future as communicated to Howard. Jaycees offer still stands to manage the camping when it is possible. They still have one large garbage can without the monthly expense,the charges stopped in 2011 after the floor and have not yet resumed. If the city puts in a 2"d garbage can, please start billing the Jaycees for it,they are willing to pay. Also include signage stating the cans are for city residents only and others will be fined (per city ordinance). Lots of electronic garbage waste is being left in their cans. Issues to be addressed with Jaycees at current site: #1 There is a large tree north of the Jaycees building leaning toward the building. Howard has measured the change in lean since last year. Recommendation: Gretchen recommends to the City Council to have the tree north of the Jaycees building in Riverside Park reviewed for leaning. Please have workers assess the tree and possible corrections to keep the building safe. Amy seconded motion,all in favor. #2 Police chief wants Jaycees to discuss with Park Board issue of overnight campers during wedding events at the Jaycees building. City park rules are no overnight camping in parks. The wedding renters are being hassled by police when they bring in an RV and have it parked next to the Jaycees building for this specific reason. Question to the Park board: How can the wedding renters be allowed to keep the RV on Jaycees site without being hassled by police? Recommendation: Amy recommends the city allow the Jaycees to have 4 permits for RV campers specifically at the Jaycees building/wedding events for an additional fee per camper to be set by CAO. The campers would have to have the designated signs in the windshield, no services would be offered (pack in/pack out)to the campers.LuAnne seconded the motion. All in favor. 5. Discuss bringing back to the table: closing parks at 10pm. No discussion on item. Asked members to review previous minutes from June and July 2014. 6. Skate park Put item on hold until another group shows interest. 7. Other items Iry Wilke attended to show his groups intent to continue making the Rod &Gun Club building habitable. Here is a status update: • They have hired a professional mold&asbestos tester and will get a full detailed report work plan to clean up the building. • Waiting to meet with Heidi per decision of 4/28/15 city council meeting approval for her to work with the club on conveyance of the building to LRGC. He also brought to our attention pictures of issues in Riverside Park to be addressed. (See included pictures) • There is no cover over the sump pump whole. • The old garage/house east of the rock building has wires,septic and other pipes exposed. • The Horseshoe club driving on the grass/park area to get to their building, not using the appropriate road and leaving tracks in the park. • Horseshoe club is dumping their grass clippings in the park. • There is no trimming or upkeep of the grounds and grill areas at Riverside. • Need a dog waste ordinance sign in the park • Bring in more garbage bins should be available,with signage that they are for city resident use only per city ordinance. • "Surveillance in Progress"signs to deter unauthorized trash dumping. Scot recommends that the Park Board follow the agenda more closely in future meetings. Also, lets use protocol similar to council meetings such as waiting turns to ask questions. These changes will help the minutes taker. Gretchen is moving outside of the city limits as of June 1. This is her notice of resignation of the Park Board.
