Cai Cumin, City Planner Cheryll Lund, City Secretary Dan Koch REVIEW OF PROPOSED GROWTH MANAGEMENT PLAN Cai reviewed the history of Growth Management Plans (GMP's) and that they are required of local governments by the State Legislature. Part of that requkement is that local governments cannot implement new zoning or zone changes wkhout compliance with adopted GMP's; this also extends to new subdivisions. The elements, or subjects, required in a GMP are dictated by State Statute, but the composition of each element is left up to local discretion. Cai went over the "Issues, Policies, and Implementation Strategies" section of each element in the plan. These are the culmination of several years of public heatings and planning analyses conducted by the Planning Board and the Oversight Committee. These sections are the main focus of the City's future planning efforts. Cai noted that some of the recommendations have already been implemented, such as the Laurel Streetscape, but are still included in the GMP because is the basic planning document of the City. There were several redundancies and typos in the Plan. Under "Land Use", concerning the Laurel Airport, an additional strategy of "Encourage the development of an Airport Economic Development Plan" was added. Under the Airport Section of Public Infrastructure, an additional strategy for keeping compatible uses around the Airport was: "Preserve the older hangers that are still sound or being renovated as a connection with the past and as low-cost hanger facilities". Some sections for recommendations, such as the Police Department and Ambulance, have not yet been submitted by the respective departments. Under the "Groundwater Resources" section of the "Natural Resources Element", an additional strategy of, "Require groundwater recharge for all new subdivisions utilizing water wells" was added. Under V~ewshed Resources of the Natural Resources Element: "Preserve viewshed quality on the bench lands north of town by adopting zoning regulations that would restrict housing development on the top edge of those developments". Under "Yellowstone River Resource" of the Natural Resources Element, recreational uses in allowed in the floodplain needs to be further clarified. Once the corrections are made to the "Draft" it will be taken to the City Council Workship for the council's review. The meeting was adjourned at 8:45 pm.
