COUNCIL CHAMBERS A Council Workshop was held in the Council Chambers and called to order by Mayor Ken Olson at 6:30 p.m. on April 27, 2004. COUNCIL MEMBERS PRESENT: _x_ Dick Fritzler _x_ Doug Poehls x Kate Stevenson x Mark Mace _x_ Gay Easton Daniel Dart Vacant x John Oakes OTHERS PRESENT: Sam Painter Terry Ruff Larry McCann Rick Musson Paul Hutter Public Input (three-minute limit): Citizens may address the Council regarding any item of City business not on the agenda. The duration for an individual speaking under Public Input is limited to three minutes. While all comments are welcome, the Council will not take action on any item not on the agenda. · None Yellowstone City-County Health Department: Michelle Reed · Sam explained some background information. Stewart Kirkpatrick put the agreement together. · Sam reviewed thc agreement and thc ordinance. · John Oakes stated that the only change is that the Air Pollution Control Board will go under the Health Department and will no longer stand alone. · First reading o£the ordinance on May 4* · Public hearing of the ordinance on May 18th Paul Hurter: Associated Employers of Montana · Presented final draft of employee handbook for council review and approval o Incorporated original handbook with AEM, MMIA, and City of Billings' policies. o Paul had several meetings with department heads to review the handbook. o Plan to implement by the end of May or beginning of June o No conflict with the union · Review of work completed by AEM and associated costs o Paul usually reviews the work with the Mayor every thirty days. o Billing is done on an hourly basis Council Workshop Minutes of April 27, 2004 · Review of MSSC work on the Safety Program o Travis Lindskog will review this in the future. Adopting Insurance Committee Ground Rules as policy · Larry McCann explained the background. o Came out of the Labor/Management Cooperation Committee o Result of the last union negotiations · Larry, Mike, Steve, Rick and four union members arc on the committee o Can put issues on the table · i.e. safety policy, performance evaluations · Insurance Committee needs to meet soon. o Only one non-union employee has signed up and another one is interested. Adoption of new Purchasing Policy: Rick Musson · Rick gave background. o Department heads had lots of discussion. · Biggest change is #4 regarding the amount required before purchase requisition · Wanted to keep it simple · John asked about the $1,500 level, which is an increase from $500. Award of bid for 33 sets of fire bunker gear: Terry Ruff · Will use $10,000 down out of uniforms supply line item · Four year payments · Will refit all firemen · Already had two new sets · Useful life could be ten years, but depends on use. · Need to be sized or fitted? o Have extras on hand · Set up a program for replacement? o There is a lot of technology change since 9/11 · This equipment is rated # 1 and is used by the New York Fire Department. Award of Bid for Phase I of CDBG Sewer Proiect: Larry McCann · Debbie Meling, Mordson-Maierle, explained the four bids that were received. · COP Construction with Option A is recommended. · Came in lower than expected, so may add more work to maximize the grant. · Plant employees recommended Option A. Approve Construction Agreement with MDOT for Main Street Improvement Proiect: Steve Klotz · Agreement for Main Street project o Curb, gutter, sidewalk, decorative lighting, trees, etc. · Will put in new curb boxes · Main line replacement is a separate project o State backed out. Council Workshop Minutes of April 27, 2004 · Some service costs o Tree maintenance, lighting, sidewalk · Time frame o State will bid in June. o Work in July in conjunction with two other projects o Unknown if project will be in progress on July 4th · Will need to do public relations, especially with sidewalks · State will let the bid · City's involvement is public relations, curb box, etc. Arbor Day · Friday, April 30th · Plant a Ponderosa Pine in Ponderosa Park between 2:00 to 3:00 p.m. · $150 grant was received · Hope to solicit input on park development · Ease into becoming Tree City o More grants.available o Tree Board needs to be formed o Trees in the city are all the same type and age, and trees need to be replaced. Executive Review · Letters of interest for the Ward 4 council vacancy o One letter of interest was received from Jennifer Johnson o May 4th appointment · Laurel Chamber of Commerce request for permission to hold the Chief Joseph Run at 7:00 a.m. and the annual Chamber Grand Parade at 11:00 a.m. on Sunday, July 4, 2004. o On May 4th council agenda · Montana League of Cities and Towns: Suggested Letter of Support for the Montana Public Power Authority. o Mayor talked to Alec Hansen o League was the only Montana bidder o If successful, there would be nine regions statewide o At this time, only support, not fmancial, is requested. o Helena, Missoula, Great Falls, Butte, Bozeman, Kalispell - not Billings · Joint meeting with the School Board o Thursday, May 13, 2004 at 6:30 p.m. o Get issues to Mary or Cindy · Doug's issue · Joint venture to build pool o All six present to attend Resolutions: · Resolution: Adopting Insurance Committee Ground Rules as policy. · Resolution: Adoption of new Purchasing Policy. · Resolution: Award of Bid for 33 sets o£Fire Bunker Gear 3 Council Workshop Minutes of April 27, 2004 Resolution: Award of Bid for Phase I of CDBG Sewer Project Resolution: Approve Construction Agreement with MDOT for Main Street Improvement Project o No comments Ordinances: · Ordinance: Interlocal agreement with the City-County Health Department o No comments Announcements. · Institute o John Oakes will attend. · John attended the Air Pollution Control Board meeting with the County Commissioners regarding on-line burning permits, which will be available soon. o Training session on what can and cannot bum o Enforcement meeting scheduled for May 3rd at 2:00 p.m. · Follow-up on Fox Lumber o Distributed pictures o Invested money to improve pollution control · Schlessler o Applied magnesium chloride on yard for dust control o John would like to see clean up and other improvements.
