OLD COUNCIL CHAMBERS Mayor Ken Olson Larry McCann Steve Klotz Joel Barnhart Sam Painter Mary Embleton Peggy Amold Rick Musson Jan Faught Insurance Committee Ground Rules · Need to post announcement in ALL city buildings · Frequency of meetings · Need to establish soon · 3 union and 3 non-union Tuesday~ April 27th meeting with Paul Hurter · Not evaluation training, but bring performance evaluation forms, issues, and ideas to meeting · Finalize the Personnel Policy manual · Try to have in place mid-May Budget Amendments/Pre-paid Legal/VEBA/Budget Schedule follow-ups · Mary will contact any department head that needs to do an amendment · Wait until fall to determine interest in Pre-paid Legal service · Drop VEBA - too new of a concept · Preliminary Budget to council at May 11th workshop o Big gap in General Fund revenues vs. appropriations o Nathan's e-mail is now fixed Clarify wastewater rate increase · Rate increase to come forward in July · Will address the complete needs of the sewer system, totaling about $8 million Vulnerabili~ report · Larry needs to meet with departments Draft Safety Policy · Finished up today · Asked mayor about enforcement Department Head Meeting Minutes of April 20, 2004 Draft Purchasing Policy · No further changes · Rick will present at 4/27 workshop Emoloyment auolication form for volunteers Jan presented ambulance form · Given to Sam - OK'd · Asked about verification of driving record · National registry - certifications Ambulance update · Ambulance was hit · Needs to be submitted to MMIA · Police report of accident CIP GN-37 Ci,ty Complex Plan · Peg asked if any interest in this plan - response was "yes" · How to fund the study? · How does Growth Management Plan fit? · Mary suggested possible grants for planning, such as CDBG · Larry will contact Gus Byrom Other · Library sidewalk still needs fixing - initial estimate was too high Future Right-of-way fees - solid waste Bid for material and services- public works Inclusion of 8t~ Avenue in current residential light district Council/Planning Board Feedback fi.om attendance at meetings Disaster coordination preparedness City Vehicle Use Policy The meeting adjourned at 4:55 p.m. Respectfully submitted, Mary K.
