OTHERS PRESENT: Cai Cumin, City Planner Cheryll Lund, City Secretary Jerry Learning, 407 3rd Ave. Mary Hurt, 3355 Driftwood Lane, Billings Todd Linder, 602 2na Avenue Minutes of the February 5, 2004 meeting were approved as written. Chairman Shay closed the Planning Board meeting and opened up the Zoning Commission hearing. Public Hearing, - Leamin~ - 209 Durland Jerry Lean'ting has applied for a variance to allow him to build a single family dwelling on less than 6,000 square feet of land, the minimum square footage for the Residential-Limited-Multi-Family (RLMF) Zone in which the property is located. The legal description of the lot is Block 8, N lA of lot 15 and all of lot 16. The address is 209 Durland, and the lot size is 5,400 square feet. The lot has been surveyed recently. The setback requirements will be met. There were no opponents to the application. The public hearing was closed at 6:07 pm. Discussion on lot size and setback requirements. Cai recommends approval because of the follow/ng reasons: 1) there are other houses in the area that are built on smaller lots; 2) the idea of building on infill lots is highly encouraged in Laurel's Draft Growth Management Plan; 3) building of houses on small lots is also encouraged in the GMP because higher densities lowers the cost of city services to individual homeowners. Motion by Doug Poetds, second by Kate Stevenson, to recommend approval for the variance requested by Jerry Learning for 209 Durland. Motion carded 5-0. Old Business Cai told the board that the City Council approved the land use variance for Willow Pederson at 1707 E. Maryland for 2 horses and recommended that there be a moratorium placed on High Point Subdivision while the residents decide on whether or not they want to allow animals within the Kesidentiai Tract Zone. Motion by Doug Poehls, second by Tom Robertus, to put a six months moratorium on zoning affecting the High Point Subdivision area. Motion carried 5-0. Growth h~ana~ement Plan Cal stated that there would be a public heating set for the May Planning Board meeting for the Growth Management Plan. He encouraged the board to continue to review the plan--especially the "Issues" part of each plan element. Public Inout Todd Linder introduced himself and stated that he was going to be appointed as a City Representative for the Planning Board to replace Dick Fritzler. The other City Council representatives will be phased out and replaced over the next two months also. The meeting was adjourned at 6:25 pm.
