Others present: Cal O~min, City P!~nner Cheryll Lund, City Secretary Motion by Kate Stevenson, second by Betty Hart, to approve the minutes of the December 4, 2003 minutes. Motion carried. Public ltearin~ - Maior Plat - Northhill Estates Subdivision The public hearing was opened. Pat Davies from Engineering, Inc. spoke regarding this major preliminary plat. This is a major plat located on Clalrhill t[oad and Alder Avenue. It consists of 28 lots, 1-acre minkmum and 1.83 acre maximum. It will be zoned residential tracts with the intended use as residential. It is a typical county subdivision with roads built to county specifications. Each lot will have their own individual water well and septic system. Crreg Cease, r, 1345 Hillcrest Avenue, asked what 28 additional lots will do to the existing water table in the area. Lisa Salacinski, 1548 Hillcrest Avenue, had concerns regarding covenants, roads, bridge placement; water and irrigation water, and sewage. Clarence Foos answered her that the covenants would be the same as in the first filing where she lives. Pat Davies explained thru the roads and bridge will have to be built to county standards, irrigation ditches will not be changed, and the EPA has to approve the quality and quantity of the water, septic system placement and storm drainage before the preliminary plat can be approved and filed. Question on how the roads will eventually be improved to pavement? That will be up to the furore residents; they may become part of the existing KSID or creme their own RSID. There will also be a required maintenance district created for the subdivision before it is approved by the County Commissioners. The public hearing was closed at 7:20 pm. Discussion. There was clarification made on concerns regarding pavement, RSID, streets, water availability. Cai recommended approval of the preliminary plat for Northhill Estate Subdivision, second filing, subject to the following conditions: 1) Air navigation easement. 2) Compliance with requirements of the Laurel Volunteer Fire Department. 3) Compliance with State Department of Environmental Quality (EPA). 4) Bike bath (10') easement along Hi-Line ditch. 5) Subdivision Improvements Agreement (SI.A) changes: a) Paragraph 3, page 2: Delete all aiSer "required" b) Paragraph 9, page 5: Change the three "must" to "shall." 6) Provision of easements as requested by the utility companies. 7) Compliance with requirements of the County Public Works Department.. 8) Compliance with the requirements of the County Weed Department. Motion by Betty Hart, second by Tom Robertus, to recommend approval of the preliminary major plat for Northhill Estates Subdivision, second filing, subject to Cal's 8 recommendations. Motion carded 4-1' with member, Clarence Foos, not voting because of a direct conflict ofinteiest. Public Hearin~ - BIKEPED Plan The public hearing was opened. Acting-Chairman Doug Poehls asked 3 times if there were any public comments. There was no public comment. The public hearing was closed. This plan is a first step in the long process of establishing a commuhity bicycle and pathway network. The Laurel City Council will review it at one of their workshops and then it will go before the formal Council. Discussions on ditch easements, existing property owner easements, liability issues, control of vehicles' using the patl~ and maintaining the bike path. Dick Fritzler asked that some sor~ of footnote be added to the plan to indicate the landowner consent and cooperation were necessary as the paths are created. Cai stated that he would add the footnote; '~Pathways shown as projected and off-road will depend on landowner cooperation and agreement for the location of pathway easements." Motion by Ed Thurner, second by Kate Stevenson, to recommend approval of the BikePed Plan to the Laurel City Council, subject to the footnote added. Motion can'/ed with a vote of 6-0. 2 Public Hearin~ - Pronosed Chan~es To 17.08 - Preschool Definitions The public hearing was opened. Acting Chahunan Doug PoeMs asked 3 times if anyone wanted to speak. No one was present. The public hearing was closed. Cai stated that these proposed changes are merely housekeeping items that will put these Codes into line with the state codes. After discussion a motion was made by Betty Hart and seconded by Kate SteVenson, to recommend approval of the proposed c2muges to the Laurel. City Coundl. Motion can%d 6-0. Growth Management Plan Cai stated that the Growth Management Plan is almost complete, and the Board will have the Plan in its proposed entirety next month.
